Dass das PT/O´N. Meeting in NZ kurzfristig gecancelt wurde war einfach nur Pech, doch das in POM nachzuholen sollte kein Problem sein.

Wichtig ist jetzt vor allem dass eine "Tat" sprich Überweisung nicht nur ein Lippenbekenntnis bleibt.

Hoffen wir mal dass "Minister Jimmy Miringtoro welcomes K15m" als ob sie schon angekommen wären, sich nicht zu früh gefreut hat. ;-)))))))))))

Dann nämlich hat John Momis den Ball und dessen Position dürfte jedem klar sein.

Sumoey´s Zeitrahmen könnte dann durchaus plausibel werden.Man erinnere sich nur mal daran wie schnell Ex-Präsident Tanis im Dez 09 ein JSB Meeting auf die Beine gebracht hat.

BOUGAINVILLE Vice-president Patrick Nisira is calling on all former combatants to work towards demilitarising the whole region.
Mr Nisira made the appeal because he wants ABG to dismantle all its “local army”, basically the factions that are currently active before a date for holding the referendum for Bougainville’s Independence is negotiated with the National Government of Papua New Guinea.
The former combatant has also urged his colleagues not to allow businessmen and politicians to use them for their own selfish gains.
Mr Nisira made this call during Timputz cocoa festival where more than 4000 people gathered to witness the event after the Bougainville crisis. This festival coincided with the country’s 36th independence anniversary. “We should not run around after money that is offered to us by leaders or businessmen who want to misuse us for their own selfish motive but rather we should be proactively involved in ensuring that the peace agreement is implemented,” he said.

PRIME Minister Peter O’Neill has told the Uni­ted Nations general assembly that Papua New Guinea had achieved some of its national millennium development goals.
Addressing world lea­ders for the first time since taking up office last month, O’Neill said since the publication of the inaugural MDG report in 2004, PNG had produced two MDG pro­gress reports – a summary report in 2009 and a more comprehensive report last year.
He said the reports showed that PNG was able to achieve some of the national MDG targets, especially on po­verty reduction and child mortality.
On poverty reduction, he said the country got the informal sector involved in cottage industries with growing access to microfinance services at user-friendly and affordable rates.
In terms of primary education, PNG was progressing well with the enrolment of children in Grades 1 to 6 increasing significantly by 53%, he told the assembly.
“This is a marked improvement and will increase the literacy rate in the long term,” he said.
O’Neill told world lea­ders that PNG had welcomed and formalised the “One UN – Delivering as One” concept in 2006 as a model self-starter country.
He said PNG continued
to benefit from a strong UN presence through its delivery of various development programmes.
“This has unified all the efforts of the separate UN agencies under one budgetary framework and monitoring and evaluation process,’’ he said.
He said a new country programme for PNG to begin next January would target governance,
social justice, health, education, gender, environment, climate change and disaster management.
He said the government had recently announced a free education policy from elementary Grades 1 to 10, and subsidised fees from Grades 11 to university next year.
On health, O’Neill said PNG aimed to address key areas such as improving immunisation programmes, providing a clean and safer water supply, centralising the purchase and supply of drugs, maternal and child mortality, malaria, HIV/AIDS, tuberculosis and other communicable diseases.

Namatanai misses out

FAILURE by Australian Mining Companies, Lihir Gold Limited (LGL) and Newcrest Mining Limited (NML) to operate according to the Memorandum of Agreement on the Lihir Gold Project has been blamed for mine’s failure to leave any sign of development in the Namatanai District, where the mine is located, after 14 years of operations.
Blaming it squarely on the two companies, Sir Julius told people at Independence celebrations in Namatanai that the situation was already worse enough during the reign of Lihir Gold Limited and the September 2010 change to Newcrest Mining Limited, was even worse than before.
He also blamed the lack of development in Namatani on the failure of politicians and public servants in Waigani who he said were responsible for the disappearance of millions of kina in development funds for New Ireland from the operations of the Lihir Gold Mine. The New Ireland Governor made these comments when expressing support for his son and Namatanai MP and Minister Byron Chan’s efforts to push for more benefits for landowners.

Zürich (BoerseGo.de) – Kupfer legt am Dienstag den zweiten Tag in Folge kräftig zu, wobei sich das Industriemetall weiter von seinem Rutsch unter die 7.000er-USd-Marke erholt. Grund für die satten Kursgewinne über die 7.500er-USD-Marke hinaus ist die allgemein positive Stimmung an den internationalen Märkten infolge der Hoffnung, dass die europäische Politik und die Europäische Zentralbank ihre Bemühungen, die Schuldenkrise in der Eurozone in den Griff zu kriegen, intensivieren werden.

Jüngsten Positionierungszahlen zufolge haben die Marktteilnehmer in der vergangenen Woche massiv Longpositionen aufgelöst, so dass der Markt nun überwiegend „short“ positioniert ist, was die zuletzt sehr negative Markteinschätzung widerspiegelt. Credit-Suisse-Analyst Tobias Merath schreibt dazu im täglichen Report „Research Daily – Commodities”: Da die Konjunkturindikatoren, wie z.B. der gestrige Ifo-Index aus Deutschland, weiterhin auf eine Fortsetzung der Abschwächung hinweisen, deuten die Risiken unseres Erachtens nach wie vor nach unten. Jetzt, da die Positionierung einen Überhang an Shortpositionen aufweist, ist es jedoch auch wahrscheinlich, dass der größte Teil der Korrektur nun hinter uns liegt.

Prime Minister Peter O’Neill has directed Attorney-General and Justice Minister Dr Allan Marat to institute a special investigation into the alleged squandering of millions of kina of landowner monies by the Mineral Resources Development Company (MRDC), one of which is the defunct multi-million kina Casino Hotel development.
The directive stems from serious allegations of schemes devised to squander landowners’ monies in lieu of investments, royalties and equities from resource projects.
The Prime Minister noted that there were also allegations of inflated payments towards the acquisition of properties which do not have clear titles. Similarly, the purchase of 50 percent stake in a helicopter company which appears to have a book value of K30 million (which equates to K15 million) was allegedly purchased and acquired at the cost of K70 million by MRDC.
“It is now becoming a concern and we must act fast and address those issues without any further delay. I am aware that these allegations are serious in nature and will warrant an investigation,” Mr O’Neill wrote in his letter to Dr Marat on August 22.
Chairman of the powerful Namo’Aporo Landowners Association in Kutubu, Mark Sakai had written to the Prime Minister on August 8 seeking government intervention into the alleged corrupt practices within MRDC. Some of the issues highlighted were serious and would require proper investigations to confirm.
Landowners claimed that investments undertaken by landowner companies under the MRDC management were now thrown into limbo, one of which is the Four Mile Casino Hotel development undertaken by CMSS (PNG) Ltd.
“The MRDC is an important company but to date it may have lost its focus. It is now my fear that the company which was established to provide prudent business and financial advice is being used as a vehicle to acquire companies and assets against proper scrutiny and due diligence. Therefore, as a shareholder, I am now directing you to consider these issues very urgently and sanction a special investigation to verify these allegations,” Mr O’Neill wrote.
MRDC Managing Director Augustine is reportedly out of town and could not be contacted yesterday but in a recent interview, he had told this reporter that in his tenure in the last 9 years, he had turned the company around with its book value tripled. He had also defended the purchase of the helicopter company.

CHINA will aggressively push to increase its trade volume with Papua New Guinea and the South Pacific to US$2 billion (K4.8 billion) from the current trade levels worth US$1 billion (K2.4 billion).
China’s deputy director-general for the Department of American and Oceania Affairs (Ministry of Commerce) Wang Xu told Pacnews they wanted trade doubled next year.
PNG was expected to play a major part in China’s pursuit of its growing trade tentacles in the region.
In PNG, the Chinese were developing the Ramu nickel mine and have just entered into an arrangement to finance the nearby Yandera copper mine and will pump in over US$90 million (K217 million) to build the Pacific Marine Industrial Zone – all of them in Madang province.
“We will go through a new method through the forum system, mutual benefit, treat equally status, bilateral agreements,” Xu said.
He said there needed to be promotion in new trade areas.
Xu said the Pacific was rich in resources like agriculture, minerals, forestry and tourism and that was the area they wanted to explore.
“Those are the areas we are interested in and China will turn to the Pacific in these areas,” he said.
“The Chinese people will market for more products.”
He said they wanted to import resources that were abandoned by the Pacific islands like tuna.
“For example tuna … 40% of the tuna is imported from the Pacific this is an abandoned resource in the Pacific,” he said.
“In forestry, although we are interested, we also mind the environment. We will try to diversify,” Xu added.

The Department of National Planning and Monitoring is not a cash cow. If you want project funds, you go through the concerned line agency.
This is the blunt message from newly appointed Secretary for the department Dr Peter Galla Kora.
An academic with high morality and a no nonsense attitude to good governance and transparency, Dr Kora said the days of the department acting like an implementing agency and drawing cheques at Vulupindi house was a thing of the past.
In an exclusive interview with the Post-Courier yesterday at his third floor office at Vulupindi, the Secretary said the objective of the department was confused by successive public servants and politicians who controlled the department in the past.
“Our job here is to help the government draw effective policies and development strategies for the good of the people of this country and not to be a milking cow,” he said.
Since moving into the once hot seat silently since August 18, Dr Kora, who is a member of Transparency International, has been going about trying to restore credibility and order in a department which was plagued with controversies relating to huge financial mismanagement and corruption.
The usual crowd of landowners and others who hanged around the office or within the corridors with yellow envelops were not to be seen. The building looked orderly as public servants went about doing what they are paid to do. His own office was silent while his staff were busy doing their jobs, a rare sight.
Dr Kora has been working with independent investigators probing allegations of misuse of the development budget under the former regime and has vowed to get to the bottom of it.
Several staff have been warned and told to get the priorities of their families right ahead of their personnel greed.
“I have told staff to earn their living and work hard for the sake of their families who look upon and depend on them rather than being lured by greed for money,” he said.
Dr Kora’s immediate task is to restore order and then he would like to focus on rural development, particularly address local level government capacity, coordinating district services and improve programs with national development funds.
“Rural roads, bridges, airstrips, water supply, telecommunication and electricity are the pillars for growth. When you address these, you address the millennium development goals,” he said.
Dr Kora, who is also reviewing the medium term development plan, vowed to tighten public expenditure in terms of monitoring and evaluating, a thing that was not taken seriously in the past, resulting wastage.
“This will be stopped. Every kina will be monitored,” he said.

If this is true, things are progressing quite fast here and from talk I’ve heard, the roots     people love it and are looking forward to this development. The more informed    Bougie business people are against this thing though. The sales junket is on.

Leading American investment analyst James Dines has criticised Australia for allowing China to buy large swathes of its natural resources in what he calls "resource imperialism".
Australia was in danger of squandering it's "irreplaceable inheritance ... traded for easily printed paper", Mr Dines said.
Mr Dines, the keynote speaker this week at the RIU Victorian Resources Roundup conference, told an audience of mining executives, brokers and investors that the end of capitalism as we knew it had arrived and that we were in the second great economic depression.
His entertaining, if alarming, speech would have prompted mixed feelings among a crowd that included executives with a strong Chinese presence on their share registries.
State-owned Chinese companies are also becoming a major foreign investor in Australia.
Mr Dines, editor of the Dines Letter and author of numerous books, described natural resources, including farmland, as a source of real wealth that should be kept for "your descendants".
By pursuing resource imperialism, China was building stockpiles of commodities well above its immediate needs, such as rare earths - it already produces 97 per cent of the world total - and copper.
The Australian Foreign Investment Review Board blocked a $252 million bid by state-owned China Nonferrous Metal Mining to acquire Australian rare earth miner Lynas in 2009.
So, what is motivating China?
The world's most populous country wants to secure its resource needs for centuries to come.
Instead of seizing the means of production, as Karl Marx advocated, the Chinese Communist Party was legally buying it in what Mr Dines believes is the end of capitalism as we know it.

ABG president John Momis, Regional MP Fidelis Semoso and North Bougainville MP Lauta Atoi had the honour over the weekend to officially welcome and launch the MV Bougainville Atolls, a present from the National Government to the people of Bougainville. The vessel, under Border Development Authority and Maritime Transport Limited, was at last given on a golden plate to the ABG leaders. The vessel is now touring the atolls and outlying islands in Bougainville.

THE people’s ownership to what is above and under their land is a birthright they inherited from their fore fathers 40,000 years that cannot be questioned.
New Ireland Governor Sir Julius Chan said this in his address at the Independence Day celebrations in his home town of Namatanai.
Sir Julius said the move by his son, Namatanai MP and Mining Minister Byron Chan to push for more benefits for landowners in resource project areas was right and all efforts by governments and those in authority should be taken to ensure this happens.
He said Australia could not come and make laws in PNG to say that traditional ownership of what was under the land belongs to the State.
Sir Julius said PNG should go back to the traditional ownership of this resource if its people were to reap their fair share of benefits from their land.
He said the mining company had failed to operate by the Memorandum of Agreement (MOA) of the project signed 14 years ago.
