The National - Friday, September 30th 2011

By JULIA DAIA BORE
THE Supreme Court has disallowed attempts by lawyers representing the government to have a doctor of their own choice conduct a further examination on Sir Michael Somare.
Lawyers representing Prime Minister Peter O’Neill, Attorney-General Dr Allan Marat and Speaker Jeffery Nape told the five-judge panel of the Supreme Court that according to an analysis of the Grand Chief’s medical reports by a clinical neuropsychologist, Sir Michael, at one time during his medical treatment in Singapore, had been of “unsound mind”.
Lawyers Manuel Varitimos for O’Neill and John Griffin for Marat submitted to the court this week that they were basing their submissions on a professional medical analysis.
Griffin bluntly put to the court that Sir Michael had “suffered brain damage”.
Marshall Cooke QC, representing Sir Michael, and Ian Molloy, representing the East Sepik provincial executive said there was no professional medical evidence before the court to suggest such a claim.
Cooke said the O’Neill-led team had jumped the gun by declaring a vacancy in the prime minister’s office on Aug 2 when there was none, and ousted Sir Michael.
He said they were now trying to get the court to grant orders for medical documents to be provided for them to justify their actions on Aug 2, 2011 and subsequent actions on Sept 6, when they removed Sir Michael as an MP.
But Griffin said the analysis by Mary Kerr, a clinical neuropsychologist, was based on three affidavit statements filed in court by the referrer, from which the professional analysis was made.
Chief Justice Sir Salamo Injia, looking bemused, inquired about the identity of the expert doctor.
“Is this medical expert Sir Michael Somare’s Singapore doctor?” he asked.
Justice Bernard Sakora also queried if the doctor was at Sir Michael’s bedside on Aug 2, the material time in question, to make an analysis of Sir Michael’s health status.

By Angeline Karius

MADANG Governor James Gau is confident after holding talks with Chinese developer MCC on Tuesday that a compromise between landowners could see the commissioning of the Ramu mine project, reports The National.

A provincial government team, including the provincial administrator, mine’s director and deputy governor, was present for the meeting.

This comes after landowners involved in the multi-million kina Ramu nickel project threatened to stop the commissioning of the project if the government did not honour its previous commitment of K20 million establishment grant to the four landowner groups and K10 million to fix the Raicoast roads. [So the tax payers of PNG are going to pay K30 million kina so the Chinese can run off with our resources.... this is MADNESS!]

Gau said although the issue was raised in the last caucus meeting, the government had failed to include the previous government’s commitment to the supplementary budget passed recently. [Shouldn't it be the Chinese paying the landowners - not PNG tax payers!]

He said the main issue had been that local landowners wanted maximum meaningful participation in the mine. Gau said contract rates offered by the government were much higher compared to the Chinese. [Becuase the Chinese are ripping everyone off - landowners, government and tax payers...]

He said he would be meeting with minister for finance and treasury to find money in government savings to facilitate the K20 million not included in the recent supplementary budget. [Hopefully common sense will prevail and NEC will say NO!]

Coastal Pipeline Landowners Association chairman Charles Okori told NBC Madang that the people were frustrated and would not allow the commissioning of the project if the government did not honour the two commitments.

Kurumbukari Landowners Association chairman David Tigavu called on the developer to improve the value of contracts for the landowner companies. He said failure to comply by both parties could mean the delay of the project commissioning.

Okori said the Ramu nickel project was just as important as the multi-billion kina LNG project in Southern Highlands and must be given the same recognition.

“Ramu will be an important and equal partner in the national economy, however, it has been overlooked by the government and has not been given same prominence as other projects in the country,” he said. [Equal partner? Bullshit! What about their 15 year tax emption and other 'sweetners' given away by Somare et al?]

30 september 2011

Foreign Minister Kevin Rudd will today travel to Papua New Guinea for discussions with the Government of Prime Minister Peter O'Neill which took office in August.

Mr Rudd's visit comes ahead of the 20th Australia-Papua New Guinea Ministerial Forum, scheduled to be held in Canberra on 12 October.

"We are at an important stage in one of Australia's most significant bilateral relationships, as a new generation of leaders emerges in Papua New Guinea," Mr Rudd said.

"The relationship is very strong, and the historical emphasis on aid has evolved into a broader, genuine partnership, based on shared interests and shared challenges."

Mr Rudd said Australia and PNG were working cooperatively on issues including the PNG Government's plan to establish sovereign wealth funds to manage revenue from PNG's resource boom.

PNG's economy is expected to grow by 9% in 2011 and trade and investment links are growing rapidly between the two countries in mining, transport and service industries such as banking.

Mr Rudd will also discuss Australia's development assistance program to PNG.

"Since 2007, Australia's development partnership with PNG has deepened, with the two nations working to refocus the aid program away from consultants to delivering real results in education and health."

Regional issues will also be discussed, including people smuggling, the Regional Assistance Mission to the Solomon Islands and Fiji.

Frieda  mine could be one of world’s best

http://www.thenational.com.pg/?q=node/19551

The National, Friday, May 20, 2011

THE Frieda River project, a gold and copper mine developed by Xstrata Mining  Ltd and Highlands Pacific Ltd, is estimated to have more than 11 million tonnes  of copper and 18 million ounces of gold in its Nena, Horse/Ivaal/Trukai (HIT)  and Koki deposits.
The project, currently undergoing a bankable feasibility  study (BFS) carried out by Xstrata, when in full production will put Frieda on  the map as one of the world’s top 15 copper mines.
Highlands Pacific managing  director John Gooding said yesterday that the production life of Frieda could be  up to 20-30 years, with the first eight years producing 250,000 tonnes per annum  of copper and 380,000 ounces per annum of gold.
“If you look at its second  year of operation, on or about the year 2018 on current schedules, Frieda will  produce about 320,000 tonnes of copper and a massive 580,000 ounces of  gold.
“This would place it in the top 10 if in production today,” he  explained.
Gooding pointed out that Frieda has in-ground copper and gold  resource potential for many decades of production.
“To put the current Frieda  resource in context, that is about double the current inventory at the fabulous  Wafi-Golpu project which stock market analysts have placed valuations on in the  billions of dollars,” he told shareholders at the annual general  meeting.
Frieda River project, located between the East and West Sepik  provinces, is 81.82% owned by Xstrata who are funding its BFS, and by Highlands  Pacific (18.18%).
Gooding said the other exploration project for Highlands  Pacific on Star mountains has also reported significant copper gold  intersections from its drilling programme.

Guten Morgen,

Meine Frage an euch lautet nun:

http://www.postcourier.com.pg/20111003/mohome.htm

Prime Minister Peter O’Neill’s focus on education, health, infrastructure development, and law and order received the thumbs up from visiting Australian Foreign Minister Kevin Rudd.
Mr Rudd met Mr O’Neill at his Morauta Haus Office on Saturday and pledged the Australian Government’s support for these key areas of development.
Mr Rudd was accompanied by Australian High Commissioner to Papua New Guinea Ian Kemish.
Also present was the Chief Secretary to Government Manasupe Zurenuoc.
Prime Minister O’Neill and Mr Rudd discussed what approaches should be taken by the Australian Government to ensure the Government’s efforts in the areas of education, health, law and order and fighting corruption were fully supported and funded.
These are the O’Neill-Namah Government’s stated priorities since taking office on August 2, 2011.
Mr O’Neill told Mr Rudd that the Government of PNG and its people appreciated the support PNG received from the people of Australia annually through its aid agency, AusAID.
The Prime Minister said since PNG gained political independence in 1975, Australia had stood by PNG and contributed enormously to its development.
“On behalf of the Government and people of PNG, I must thank the Australian Government and its people for continually supporting our country. Australia has helped PNG in many ways and my Government will be working closely with your Government to maintain this relationship,” Mr O’Neill said.
Both leaders agreed that support from the Australian Government would be sought to review the education reform at the university level, improve military and police training, maintain law and order and improve the procurement and delivery of medical supplies to hospitals.
Mr Rudd said Australia, more than any other country, wanted to see PNG progress and would continue to help PNG in any way it can.
“Australia’s primary role for its presence in PNG is to work together and achieve any development goal with your people.
“We (Australians) will continue to partner with PNG to address issues that will affect the interest of the both countries as we are committed to see PNG progress,” he said.

Prime Minister Peter O’Neill said Papua New Guinea’s journey under the watch of past governments was littered with missed opportunities.
The PM said this during his People’s National Congress party’s 14th anniversary on Saturday night, at the Dynasty Restaurant in Port Moresby.
Mr O’Neill said: “We have squandered too many opportunities to build strong foundations for sustained national developments on all fronts.
“Everywhere we go in our country, we come face to face with rundown schools, non functioning hospitals and health centres and ruined district centres that are no longer business and commercial hubs for rural communities.
“The ugly face of our nation does not end there.
“Lack of good governance, poor implementation of numerous development budgets and programs over the years and mediocre public administration have robbed this nation and our people of progress and high living standards they deserve.”
Mr O’Neill’s 60 day old government is committed to cleansing inefficiencies, graft and corruption within the government system as these are roadblocks to gainful national development.
“We are determined to stop the present public administration rot, erratic government leadership, detection of public finance management leaks and apply corrective action.
“I am proud to say that as a political party, PNG is in the driver’s seat at this time to lead in bringing about overdue changes to the way we govern our nation.”

http://www.thenational.com.pg/?q=node/23530

By BOSORINA ROBBY
NATIONWIDE Microbank Ltd yesterday unveiled a new product called “MiCash”, which is a bank account and wallet in a cell phone.
This innovative product is the first of its kind in PNG and the South Pacific since it does not operate like other services such as Post PNG’s Mobile SMK and Digicel’s Cellmoni.
Managing director Tony
Westaway said MiCash allowed the bank account holder to save money, make deposits or withdraw cash at an agent network.
MiCash enables the account holder to transfer funds to another phone, check balances, purchase air-time top up, buy goods and services and pay bills, essentially reducing the need for physical cash to be used.
MiCash operates on the Digicel network and has partnered with Digicel, Oceanic Communications Ltd and Telepin, a Canadian company.
Westaway said this was the bank’s initiative to “bank the unbanked”, who comprised 85% PNG population without bank access.
“The ability to execute financial transactions through a cell phone device is commonly referred to as mobile money.
“It is estimated that 85% of PNG citizens do not have bank accounts although many of them own cell phones.
“Nationwide Microbank is the first licenced financial institution in PNG to introduce ‘mobile money’,” he said.
He said for the rural people, the need to travel to the nearest bank or ATM had been reduced as they could get cash from any of the MiCash agents.
Nationwide’s head of sales and customer care Trudi Egi said the product will be piloted in Kimbe, West New Britain next month where there are more 7,000 customers.
Egi said this project could take at least six months to trial and was “already giving excitement to Nationwide’s customers”.
He said the good thing about MiCash was that bank account holders who had been verified by the bank would be able to apply for loans and could earn interest once they started saving.
MiCash also offered security for the account holder.
Westaway said the bank would continue to make adequate enquiries to improve customer identification and prevent money laundering schemes.
He said the bank was closely working with the Bank of PNG to assist in building a regulatory framework for mobile money in PNG.
The implementation of MiCash had received the support of the Pacific Financial Inclusion Programme and the Asian Development Bank’s Pacific Private Sector Development Initiative.
The bank’s chairman Ray Clark said this was a historic day for PNG as it would have an impact on the country’s unbanked people.

The National - Monday 03rd October, 2011

PRIME Minister Peter O’Neill has assured local business houses and foreign investors, including new and returning ones, that his government will provide a leadership that is predictable and user-friendly.
He said this during his People’s National Congress party fundraising dinner at the Dynasty Sea Food restaurant in Port Moresby on Saturday evening.
“I want to assure resident businesses and foreign investors, new and returning investors that the playground upon which we all play under my watch as head of government is a level field, predictable and user-friendly,” he said.
He said his government was committed to providing a
win-win opportunity for all foreign investment partnerships that the state had entered.
“I say this particularly to re-assure foreign investors and service providers in the mining and oil and gas industries that our government is not hostile against you.
“Our government will allow no manipulative and rogue takeover bids of loyal investors who have stuck by Papua New Guinea through good and bad economic times,” he said.
“Our government definitely does not have an expropriation agenda against any existing business or foreign investment.
“We merely want all of us to play by the same rules, honour agreements and contracts and to respect each other.
“Our government is committed to ensuring that resident investors are protected against unfair political manipulation.
“We welcome new and returning investor and we urge them to come through the front door with what they have to invest and be transparent about their interests and their sincerity.”
O’Neill said Papua New Guinea’s economy had enjoyed nine years of continued growth on the back of very favourable export commodity revenue inflows, and it was heading for more growth over the next 20 years underpinned by strong revenue inflows from the mining and hydrocarbon sectors.
He said PNG had several world-class mines and two world-class LNG projects being developed.
He said the LNG projects by ExxonMobil and by InterOil were multi-billion dollar investments that the government would help to ensure they arrived at their respective development and production deadlines without unnecessary fuss.\
