It makes us feel at ease to see the leadership of the region working together in doing things for the Panguna Landowning Group in order to facilitate the review of the Bougainville Copper Agreement. It would seem that the urge towards sufficient revenue generation in general is in preparation for the referendum and potential independence for the autonomous region of Bougainville. One of the most important things that must happen before referendum takes place is to adequately educate the people of the region for them to be able to make a well informed choice. A choice made by a people living in ignorance and darkness can prove regrettable after it has been made,perhaps not so immediately but down the line. There is a need for us to critically examine the issue of independence in its multi-faceted dimension so that we can explain to the people as best as we can.

THE Minister for Communication & Information and Member for Central Bougainville, Jimmy Miringtoro has welcomed the Government’s allocation of K15m for the Autonomous Bougainville Government in its supplementary budget yesterday.
“On behalf of my constituent and the autonomous region as a whole, I sincerely commend the Government for having the welfare and wellbeing of our people on the island,” Mr Miringtoro said.
He said the recent actions of the new government could only augur well for the National Government immediate to longer term rebuilding and rehabilitation efforts on Bougainville.
“As Minister Duma correctly stated, Bougainville was allocated two Ministries in the new Government line up despite the availability of some many equally capable national leaders.
“Just weeks later, the Autonomous Bougainville Government gets this belated Independence present from the National Government,” Mr Miringtoro said.
The country and the ABG also recently marked the anniversary of the Bougainville Peace Agreement.
Mr Miringtoro said the onus was now on President John Momis and his Cabinet to utiltise the funds effectively and prudently before the 2013 National Budget is handed down by the Treasurer in the Budget session of Parliament next month.
“There is not a lot of time between now and the November Budget session to utilise these funds but I’m confident the Autonomous Bougainville Government will do what is right for the region and the people.
“I stand ready as ever to work with the ABG to bring about much-needed goods and services to our people.
“I’m also confident my Central Bougainville electorate will benefit from this K15m allocation ub the supplementary budget,” he said.

Vorraussetzung  sich den Aufenthalt  auf der selbigen angenehmer zu gestalten, war Einnahmen in ausreichender Höhe  zu generieren.

Der ist vielleicht nicht ganz unschuldig an den Trades der letzten Stunde in AU? ;-))))))))

Diese Aussagen von Peter Taylor stammen aus dem GB des Jahres 2005, Kupferpreis wie gesagt bei 1,43 USD(lb ,Silber bei 6 USD/oz, Gold bei 425 USD/oz. Mittlerweile wird, nach Bekanntgabe der Hatch Fesability Studie die Produktionsdauer mit 25 Jahren angegeben. (Nur Tagebau da in 1972  bei Produktionsstart niemand sich vorstellen konnte dass Panguna einmal in den Untertagebau übergehen könnte u. man deswegen einfach nicht tiefer gebohrt hatte.Nun ist Tinto auf diesem Gebiet weltweit führend.

Inzwischen wissen wir ja auch dass das Kleptokratenregime um Somare für die Verzögerungen verantwortlich sind,ganz einfach dadurch dass sie die Gelder für Bougainville nicht weiter, bzw. in die eigene Tasche leiteten. Mal sehen wie es unter PM O`Neill nächste Woche weitergeht.

Mr Taylor said apart from the mining lease, BCL also had up to seven exploration licences covering nearly one-third of Bougainville which were the only granted exploration licences on the island.
He said there was a moratorium agreed between BCL and the state that did not allow for any other exploration to take place.

..............Deals ist schon wieder angebahnt.Das Interesse der Abzocker an Bougainville steigt also kontinuierlich an. ;-)))))))))))))))

Schon in 2006 hatten die ORD Ceo´s (Vater u. Sohn) Kabui durch dessen Sekretär ein Dokument zwecks Unterschrift unter einem ganzen Stapel Papieren untergejubelt,der ORD die Lizenzrechte für Ganz Bougainville garantieren würde.

Die ASX Meldung dazu führte dann zu dem ORD Kurssprung von rd. 500% in der Spitze bevor dann ein paar Tage später wieder das Dementi publiziert wurde.



Danach war dann Abzocker Lindsay Semple mit dem Invincible "Deal" an der Reihe sich die "Explorationsrechte für ganz Bougainville" zu sichern.Ein paar Tage später dann das Dementi dass die Bougainville Copper Leases davon ausgenommen seien.;-))))))))

Its pleasing to note that the O'Neill-Namah Goverment is really serious about the prevalence of corruption in this country and trying to eradicate it. Corruption is like a cancer that is eating away our country I commend the Goverment for its firm uncompromising stand against this sickness of corruption. In my opinion corruption has become a way of life in PNG and its going to kill this country if we dont join forces and do something positive.

If Mr. Prime Minister is genuine about cleaning corruption in this country, then he must first carry out cleaning exercise in the departments/agencies that are under his jurisdiction. He must start with his wantoks who are corrupting this country. One of the most corrupted agencies under the Prime Minister's jurisdiction is the Mineral Resources Development Company and Group of Companies. This important organisation is headed by Mr. O'Neill's wantok, Mr. Augustine Mano who is alleged to have stolen millions of landowners money in the name of investing for them. MRDC manages hundreds of millions of oil, gas and mineral resources owners funds, future generations fund, project funds etc.

According to a confidential brief, the MRDC under Augustine Mano has spent hundreds of millions of investments for landowners. However, the manners in which these transactions are conducted appear to be disturbing and illegal as they are done outside normal procedural requirements and processes. The current management is riddled with serious cases of non-compliance and deliberate avoidance and ignorance of set procedures and processes, more so in isolation of the MRDC Board.

The Managing Direcotr is a young man with no experience at all in high level management exposure which is why he is very sloopy and incompetent in the important office he occupies.He never got the job on merit. He came in through back down...in fact he bought the job.

Augustine Mano will go into the history books of PNG as the most travelled head of a government agency in a very short span of time. The rate of Mano's travel is measured in such a manner that, in a month, he stays in the MD's office for 3 days, meaning the rest of the days he is out on travel overseas. So in a year, his total clocked in time in the MRDC office would be a month. The cost of his travel is excessive and far exceeds any agency's budget. He appears to be the most costly head of a govt agency. He must have made hundreds of thousands of kina through travel allowances and other benefits at the expense of the landowners.

There is a "Confidential Brief" regarding Serious Issues of Management and Miscounduct at MRDC prepared for the Chief Secretary dated 6th May 2011. I am sure most of the State agencies, such as Police, Fraud Squard, Ombudsman, Transparency International, Media, Prime Ministers Dept, and other state agencies have this report in this possession. I am sure the Prime Minister has this Confidential Brief with him. We landowners are watching you very closely to see what kind of action you take against the MRDC Management. Augustine Mano has recently been seen walking in and out of your office and we know your relationship. If you are serious about corruption then you'll have to start with MRDC, which reports directly to you!

Wenn beim JSB der Sharetransfer an Bougainville bekannt gegeben wird,so ist der jetzige Kursverlauf völlig logisch.Hier wird im Aussiland mit wenigen Stücken gedrückt um dann in Deutschland eine schöne Stückzahl abzufischen.
PNG hat im Moment noch wenig Interesse an steigenden BOC Kursen,wie will man sonst den Sharetransfer erklären.
Wieder einmal nur Marktspielerein, allerdings genau seit dem ESBC-RT-BCL Treffen.Ein Schelm wer böses dabei denkt.  

Naja deine Ausführungen wären der Best Case!
Bisher ist noch keiner der genannten Punkte abgeschlossen!
Ich wäre schon froh, wenn wir heuer noch über die Punkte 1 und 2 Klarheit bekommen!

Eine andere Möglichkeit wäre, dass einfach heute ein paar Leute geschmissen haben, die sich mehr von dem London Meeting erwartet hätten. Außer ein paar durchaus interessanten Details kam nicht´s bahnbrechendes  heraus.

Da wir uns ja zum Großteil als Langfristinvestoren geoutet haben, sollte der aktuelle Kursrückgang nur wenig tangieren, da sich die Lage vor Ort weiter in unserem Sinne entwickelt!
JSB Meeting, BCA Review werden erst stattfinden, wenn ein Treffen zwischen O´Neill und Peter Taylor stattgefunden hat, bis dahin stehen nur die Punkte 1 und 2 zu Disposition.

Zunder ist auf jeden Fall genügend vorhanden, z.B. welche Rolle die Chinesen bei der Wiedereröffnung spielen ;-)))  

wenn man sich mehr von diesem Treffen versprochen hat,man schmeisst doch nicht bei solchen Kursen  

............. bez. Finanzierung scheint ja jetzt zumindest vom Tisch zu sein.

Vor 3 Jahren hat Graeme Hancock auf eine ESBC Anfrage noch geschrieben die Weltbank würde sich über ein Finanzierungsgesuch von BCL freuen.

Das scheint also nicht mal mehr nötig zu sein. ;-))))))))))

GARRETT: What would it take if the Chinese wanted to buy out Bougainville Copper?

Auf der Insel pfeifen es die Spatzen von den Dächern dass die Chinesen gefragt haben sollen zu welchem Preis denn RIO wohl seinen BOC Anteil veräussern wolle, 2 Mia,3 Mia,......? und dass die Antwort war dass vor einem Angebot die BOC Shares von PNG  ans ABG transferiert sein müssen. Die "Grossen Ohren" meinen dass man sich vorerst auch mit 25-50% der Shares zufrieden geben könnte u. der Rest bei der Independance.
Das ergibt zumindest mal Verhandlungsspielraum ;-))))))

Zu den aktuellen BOC Kursen wäre ein 25% Anteil der PNG Shares rd. 16 Mill. AUD wert,die Zustimmung im Parlament ist somit viel wahrscheinlicher als wenn es um Milliarden ginge. Logischerweise ist man da eher an niedrigeren Kursen interessiert.

TAYLOR: Well, Bougainville Copper is a public company, a listed company. There is obviously the one very large shareholder, which is Rio Tinto Ltd, but the PNG government is the second biggest with 19% interest and without getting one or both of those parties interested in selling, I am not sure that it would be possible for the Chinese to buy it.
