SIR Michael Somare is questioning whether Papua New Guinean Prime Minister Peter O’Neill or Deputy Prime Minister Belden Namah are behind the recent arrest of Chief Justice Salamo Injia and says police have been mobilised to arrest members of the East Sepik provincial government.

Taken back in 2008.

Somare hails from East Sepik and its provincial government started a special reference case to the Injia-led Supreme Court which resulted in the December 12 ruling that Somare was the rightful PM.

Despite the verdict, O’Neill has remained the effective PM due to overwhelming numbers in parliament.

This majority has even pushed through bizarre laws to maintain the O’Neill-Namah coalition’s grip on power – including a new age requirement for parliamentarians that Somare is too old to meet.

But with the Supreme Court wading through more legal matters relating to the ongoing constitutional crisis since it returned from the Christmas break, the arrest of Injia – presumably over allegations he mismanaged court finances – could be a significant circuit breaker.

Somare unsurprisingly called for O’Neill to reign in the activities of police.

“What is happening in the country is deplorable and unacceptable,” he said yesterday.

On the basis that what he was hearing was “true”, Somare said it was contemptuous for armed policemen to enter the precinct of the courts and kidnap the chief justice at gunpoint for “questioning”.

But Somare appears to have heard of more disturbing developments.

“I also received reports from Wewak [East Sepik provincial capital] that police personnel on a military vessel entered Wewak early this morning through Moem Barracks,” Somare said.

“I am also told that another band of policemen will be entering Wewak through Vanimo to arrest members of the East Sepik provincial government.”

Somare is becoming convinced that O’Neill might not be behind the unusual police activity he discussed, which might imply a belief that former PNG soldier Namah is calling the shots.

“Either Mr O’Neill is in charge and consenting to these actions or he has no control over what is going on,” Somare said.

“Whatever the case may be, this bullying and harassment has to stop for the greater interest of peace and harmony in our country.

“Mr O’Neill has to tell PNG where the police are getting their orders from and if it is from his deputy, can he tell PNG what actions he will be taking to stop this abuse.”

Somare had more criticism of the fledgling coalition which ended his government in Parliament last year.

“The regime’s initial action to suspend the chief justice last year was contemptuous and still is,” he said.

“By ignoring court orders and continuing their pursuit of the chief justice and the East Sepik provincial government members, this numerically strong gang of members of parliament with the aid of the police and defence force have taken siege of our constitution.

“People of Papua New Guinea must know that while the East Sepik provincial government’s Supreme Court reference is before the courts, the police cannot go into the province and arrest provincial MPs.

“Despite the fact that numerical strength does not condone legitimacy, their behaviour seems to suggest that they can defy court orders as they are supreme.

“I call on the public to recognise what these rogues are up to.

“Before we know it they will defer the elections because they have created disharmony and fear in our institutions.”

On the issue of the looming election, O’Neill wants it to run mid-year as scheduled while Namah wants to delay it by 12 months – even though Parliament can only alter the election date if there is a state of emergency.

Somare is of the view the O’Neill-Namah coalition might not do as well as expected in the next election.

“I caution the reckless and irresponsible members of parliament that the public are watching your actions and having money does not guarantee a win in the elections,” Somare said.

“Handing out large sums of money at public gatherings cannot and does not buy legitimacy.

“The issue of legitimacy is still before the courts.”

In mid-February, the O’Neill-Namah government’s “Task Force Sweep” corruption investigators and associated police were greeted by an angry mob at Wewak airport – with most forced to fly back to Port Moresby.

The National reported this morning that two mobile police squads were sent to Wewak to restore law and order as tension remained high since the roadside killing of Wewak police chief Charles Parinjo on February 25.

PANGUNA LANDOWNERS have given a warning to the ABG and international and donor agencies not to use the Panguna Mine issue to make money.

The interim deputy chairman of Panguna Landowners Association Michael Pariu has expressed his concern over the way in which ABG and some of the international and donor agencies and their consultants are using the Panguna issue to drive the hidden agenda of their respective governments on Bougainville, especially in respect to mining and making money out of it.
Mr Pariu has decided to issue this statement following a one day meeting of the Panguna Management Consultative Committee (PMCC) which is the body responsible for overseeing the current Panguna Unification Process at Tunuru Catholic Mission recently.

Mr Pariu said that the Committee held extensive discussions at the way in which some of the donor agencies and their consultants are treating the Panguna issue to make their money on the sufferings and the blood of the people.
“During our meeting at Tunuru the members of the Committee expressed very strong views and sentiments over the kind of attitude which certain foreign interest groups have been going about conducting their business with almost complete disregard for the people who have survived by attending to issues through their customary practices from time immemorial” he said.

"Our people are completely disgusted by this type of colonial attitude from foreigners who simply want to make their money on the blood of our people", Mr Pariu said.
“We are sick and tired of this type of so called experts and advisors who not only are being used as agents and spies by their governments, but they also personally benefited immensely over the years from the Bougainville situation.”
“We simply don’t want to see so called experts who also act as double agents acting for their governments while under the pretext of rendering their services as neutral advisors to the people.
“These agencies cannot continue to wave their dollars in front of our people so that we can easily submit to their hidden motives because of the colour of their monies”.
Our people have gone through so much suffering and pain already, and foreigners should not therefore come back again to continue exploiting us” Mr Pariu said.

Mr Pariu said that if they want to come, they must come with a clean and genuine heart to help Bougainvilleans. “Help us with your money and let us use our customary systems and processes to solve our problems,” Mr Pariu said.

Diesen Artikel gilt es nicht falsch zu verstehen. Hier macht sich der Panguna Clan zum Sprachrohr aller Lo´s auf deren Siedlungsgebiet sich Rohstoffe befinden.

Auf Bougainville laufen momentan jede Menge zwielichtiger Ausländer div. Nationalitäten  herum welche versuchen mit den Landowners ins Geschäft zu kommen.

Erinnert sei dabei an die ORD River (Code ORD) Abzocker (Vater u. Sohn), welche es fertig gebracht hatten dem Ex-Präsidenten Joseph Kabui via seinen damaligen Sekretär ein Schriftstück in einem ganzen Stapel Papiere zur Unterschrift unterzujubeln, welches ihnen die gesamten Miningrights auf Boug. (incl. Panguna) garantierten.Im Vorfeld der Planung dieses Coups stieg der Sharepreis um 100% von 0,10 auf 0,20 AUD, um mit der Mitteilung sich die Rechte an Panguna gesichert zu haben von 0,20 auf 0,90 um 350% förmlich zu explodieren.Als Kabui dann fuchsteufelswild ein Dementi veröffentlichte kreuzten die Abzocker im Privatjet in Buka auf um Kabui umzustimmen, aber vergeblich.Mittlerweile ist der ORD Kurs wieder auf 3 ct abgesackt. http://www.stocknessmonster.com/ (10 Jahreschart)

Der nächste Abzocker der es versucht hat war dann Lindsay Semple mit seiner Invincible Ressources . Er versuchte es mit  Versprechungen über einen xx Mill. Kredit ans ABG u. der Eröffnung einer Goldraffinerie in Arawa, welche von den Lo´s boykottiert wurde  da er nur einen mickrigen Preis für ihr geschürftes Gold bot.

Zur Zeit sind einige Amerikaner am unteren Jaba River aktiv. Sie testen ein Verfahren mit dem sie versuchen die Metalle aus dem bei einer Überflutung weggeschwemmten Abraum der Pangunamine heraus zu trennen.(angeblich erfolgreich)

In den nicht zu den BCL Lizenzgebieten zählenden Teilen der Insel versuchen hauptsächlich Chinesen, Kanadier, Australier u. Südamerikaner  Kontakte zu den dortigen Lo´s zu knüpfen,um die Nase vorne zu haben wenn das Miningmoratorium aufgehoben wird.(welches momentan weitere Explorationen auf Boug.untersagt) Die Hoffnungen liegen dabei auf den geplanten JSB u. NEC Meetings.

Dabei sollen diese Typen teilweise von Mitgliedern von AusAid u div. anderen NGOs unterstützt werden. Diese schrecken auch nicht davon zurück die Daten des "Panguna Landowners Proposals" http://www.buysellsignals.net/bcllandowners/Newsletter.do  als Exempel zu benutzen um den Lo´s in anderen Gegenden das Mining schmackhaft zu machen.

Die Pangunalo´s haben sich mit Dr. Martin auf ihren Berater u. mit BCL auf ihren Miningpartner festgelegt.Was jetzt lediglich noch fehlt ist das "GO" zum Start der BCA Review.

Locals slam Mirringtoro’s media remarks


PANGUNA Landowners Association deputy chairman Michael Pariu and Mekamui government of unity president Philip Miriori have hit back at statements by Communications minister Jimmy Mirringtoro.

In a joint statement from Panguna, the two leaders described the comments by Mirringtoro, the Member for Central Bougainville in the media on March 6, as “hollow and lacking substance”.

They said his comments “certainly sounded very positive but unfortunately it was too little too late”.

“Where was the minister in the past five years when he should have come out with this kind of comments and fight for the rights of the people, instead of keeping silent in Parliament all this time over Panguna related issues?” they said

“Why did he not fight for these things for the people and now all of a sudden just before the election he wants to pretend and speak for the people?”

They accused Mirringtoro of being too naive and not being genuine enough with the people of Central Bougainville since he was elected into Parliament.

They said Mirringtoro had lost touch with and hardly did anything to help the people.

They accused Mirringtoro of wasting his time in Parliament.

They said Mirringtoro had made promises he could not even keep and people are still waiting.

“So how can we trust the man next time when he failed the people by not putting his money where his mouth was in the past five years?” they asked.

“During the past five years, the people of Central Bougainville have proven that the minister is not the kind of political leader they can really trust to walk the talk.” they said.

“His comments can be seen as too little too late.”

am Nachmittag des 29. Februar brach der Goldpreis stark ein und auch in den Tagen danach sanken die Kurse. Schnell wurde klar, dass der Verkaufsdruck primär über den amerikanischen Terminmarkt erzeugt wurde.

Dort drehen wenige große US-Banken weiterhin ein großes Rad. Wie der aktuelle Bericht der Börsenaufsicht CFTC nun verdeutlicht, haben diese Institute den gedrückten Goldpreis Anfang März dazu genutzt, sich von Risiken steigender Edelmetallkurse zu befreien. Dass sie auch selbst dazu beitrugen, den Kursrutsch auszulösen, bleibt eine Vermutung.

Die plötzlichen Kurseinbrüche bei Gold und Silber sind für langjährige Investoren nichts Neues. Seit mittlerweile elf Jahren steigt der Goldpreis.

. 12.03.2012 10:24 Uhr | Marc Nitzsche Auch Deutschland wacht bei Rohstoffen langsam auf Es tut sich was in der deutschen Politik und der deutschen Wirtschaft. Offenbar ist auch diesen Kreisen inzwischen bewusst geworden, wie wichtig die Bedeutung der Rohstof für die weitere Entwicklung unserer Gesellschaft ist. Zumindest sprechen dafür die jüngsten Initiativen. So traut sich die Kanzlerin in ferne Länder wie Kasachstan und die Mongolei, um dort Rohstoffpakts schließen. Die deutsche Industrie vereinbart unterdessen Bündnisse zur Rohstoffsicherung und selbst d oftmals etwas schläfrig wirkende EU wirbt neuerdings für eine stärkere Nutzung eigener europäisch Rohstoffquellen. Diese Vorstöße machen sicherlich viel Sinn, leidet die deutsche Industrie doch nicht nur unter de steigenden Preisen, sondern auch unter einem teilweise schwieriger werdenden Zugang zu de Rohstoffen. Spötter werden sich vermutlich dennoch fragen, warum es so lange gedauert hat, um d Problem zu erkennen. Schließlich sind die Schwierigkeiten offensichtlich und der Club of Rome h bekanntlich schon 1972 vor der begrenzten Verfügbarkeit der Rohstoffe gewarnt. Es hat also nur schlappe 40 Jahre gedauert, bis sich die Thematik auch in den Köpfen der Politik und d Manager festgesetzt hat. Wobei das auch deshalb verwunderlich ist, weil Deutschland als rohstoffärmer Land relativ abhängig ist von Rohstoffimporten. 2010 beispielsweise wurden hierzulande nur inländisch Rohstoffe im Wert von 17,7 Mrd. Euro erzeugt, gleichzeitig aber Rohstoffe für 110 Mrd. Euro importiert. Bleibt nur zu hoffen, dass sich die Verantwortlichen in den kommenden 40 Jahren geistig flexibler b diesem Thema zeigen werden. Denn Unternehmen, die kurioserweise in den vergangenen Jahrzehnte nicht selten eigene Rohstoffquellen verkauft haben, beginnen wegen dem Rohstoffumfeld den Stando Deutschland bereits zu bemängeln. Keine Zeit ist auch deshalb zu verlieren, weil sich die ne Supermacht China der strategischen Bedeutung der Rohstoffe sehr wohl bewusst ist. Davon zeugt d weltweite Shoppingtour, welche die Chinesen in den vergangenen Jahren im Rohstoffsektor hingele haben. Um im Wettstreit mit den Rohstoff-Ressourcen nicht noch weiter ins Hintertreffen zu geraten, werde Politik und Wirtschaft Gas geben müssen. Tun sie das nicht, kann daraus eine weitere schwere Bürde f Deutschland und Europa erwachsen. Das ist beängstigend, aber immerhin haben Sie als Leser dies Publikation die große Bedeutung der Rohstoffe bereits erkannt. WOMEN PROTEST MARCH ARAWA

On the 23rd of February I was in Arawa when a women saw me and said: I know you make films so I am inviting you to film our protest march tomorrow.

I asked her some details what the protest march was about than she told me that it is about the loss of 47 Bougainvilleans in a single day on the MV Rabaul Queen off the coast of Morobe, Png on the 2nd of February.

She told me that they want the Bougainville Autonomous Government to build schools such as Universities and colleges on Bougainville so that Bougainville students will not have to go faraway for education. I told her that the Government will say there is no money the only way is to re-open the mine, so you the leaders must have something to say when it comes to that.

The march started from North Nasioi Council of Elders office and ended up at Mari mari haus lotu where they presented a petition to the member for North Nasioi and minister for Agriculture in the ABG Linus Daku.

Three ABG ministers from Central Bougainville were there, upon receiving the petition Minister L Daku said that they will bring the matter to the cabinet this month and cabinet will look into it.

Everyone was concerned that day that the Government must do something about the schools because there are no higher schools on Bougainville.

However, the leader lady of Education told them that there was no money to go forward and build the Universities and colleges and that Panguna mine must be re-opened. So she appealed to the Panguna landowners but she was cut off by Mekamui Commander Chris Uma that Panguna won’t re-open and that made the hundreds of women and men give a big cheer.

The most moving part was when the survivors arrived from Buka, those from Kieta Central Bougainville. This ceremony took place at the youth centre.

People cried and cried when they remembered the relatives lost or their sons and daughters who didn’t make it. There were prayers and services held, the religion comes in to play its part to give hope and comfort in times like this.

Manetai limestone project set to roll

THE Manetai limestone project is now set to roll, and will be the first ever project wholly owned by the Autonomous Bougainville Government after its inauguration in 2005.

It will be the first successful project and will be physically seen by naked eyes since other projects are still lagging behind.

The main clan which owns the land where the limestone deposit is located, the Awora clan in the Eivo-Torau constituency have reaffirmed and re-committed themselves both individually and collectively as clan members of the Emai Commitment signed on November 3, 2011 at Birempa camp five, Panguna District. On February 29 at Bove village in Manetai the Awora clan also signed a declaration to develop a unified clan system.

And as principal landowners of the designated Manetai limestone they have further acknowledged other respective clans that share the border with them namely: Maran, Bakera Kuiro and Baris clans.

They have further committed themselves as member s of the Awora clan that the project will surely get of the ground as soon as all necessary requirements are met to fulfil all the satisfactions of all stakeholders involved.

The limestone project committee has already been put in place.

The signing of the declaration was attended and witnessed by Eivo-Torau ABG member Melchior Dare, Mekamui Unity Government president Philip Miriori, Panguna executive manager Otto Noruka and chief Albert Tosia.

Mr Dare said the projects is the first of its kind after the crisis, and he thanked all those in his constituency for co-operating.

“This is going to be a very successful project and we will prove to the governments of the ABG and the National Government that we Eivo — Torau can be leaders in development,” Mr Dare said. “Others were leaders in peace and weapons we will be for development.” He said.

The landowners have also stated that all dealings will be done and shall be vested within the circles of the Awora Resource Owners Association, headed by Simon Akapitus.

When the project gets off the ground lime will be exported locally for a start to places like Lihir Goldmine for example.

Lihir spends millions importing lime from overseas.

Meanwhile Panguna District executive manager Otto Noruka said the limestone project is really moving ahead and Panguna will need some help from the limestone people.

“I really admire the way Awora clan is going about and if Panguna could be like this it will be tremendous.” Mr Noruka said.

Charge against PNG chief justice suspended


PNG's National Court has permanently stayed a charge against the chief justice, describing the police action as an "abuse of process".

The court urged the police force not to become an instrument of persecution, revenge and unnecessary prosecution.

On Monday Papua New Guinea's Police Commissioner defended the force after criticism from the judiciary.

Police Commissioner Tom Kulunga said officers were just doing their duty when they arrested the Chief Justice Sir Salamo Injia last week.

Sir Salamo was marched from his chambers by armed policemen and later charged with perverting the course of justice.

Police alleged he circumvented a National Court order relating to the execution of a late judge's will.

Other judges described the arrest as threatening and disrespectful and said Sir Salamo should have been able to present himself to police.

But Commissioner Tom Kulunga said that would not have worked because Sir Salamo had issued a restraining order against their investigation in the past.

ISINA WANTS EXPLORATION

Isina resource owners near the now abandoned Aropa airport, led by former BRA General, SAM KAUONA fronted up at the ABG House of representatives in Buka and presented their petition to the ABG.

They also presented gifts to the ABG PRESIDENT and the minister for natural resources,Michael Oni.

ISINA resources owners among other things wanted the ABG to fastrack the drawdown of mining powers so that the ABG can make policies to support resource owners who want to go into exploration of minerals in their areas.

They said that whilst the Panguna landowners continue to drag on the reopening of Panguna mine,at least those areas not in the BCL LEASE can start making money for the land owners as well as their government.

The Isina resource owners gave 2weeks to the ABG to provide necessary documents so that they can get their exloration licence.

.............oder ist es der Versuch der dortigen Lo´s vom ABG die Zusage einer Explorationslizenz für Isina resource owners zu erhalten? (Im Gegenzug für das Einverständnis den Aropa Airport weiederzueröffnen)

Josephine Kauona wird wohl als Strohmann für (ihren Mann?) Sam Kauona fungieren?

Mit dem Limestone Projekt gibt es somit schon 3 Lo´s Organisationen welche an einem Strang ziehen damit die Miningpower von PNG ans ABG übertragen wird u. das Explorationsmoratorium (welches die Exploration ausserhalb der BCL Leases verbietet) aufgehoben wird.

Man darf auf die geplanten JSB u. NEC Meetings gespannt sein. ;-))))))

................................taken in next week's JSB meeting. What is required is a road map for reopening of the Panguna mine under favourable conditions where landowners and other Bougainvilleans will benefit and where benefits will go directly to individuals.

#11215 BSP Containerise bank in Arawa will commence most hopefully next month.  I understand preparations have been going well.

Einer Auszahlung der noch ausstehenden Compensations & Royaltys durch BOC aus den Jahren 88 u. 89 steht somit nichts mehr im Wege. ;-))))
