Umweltministerium will deutschen Anlagenbauern zu Exporterfolgen verhelfen

Nordex, one of two companies exploring the possibility of building wind turbines on top of Wills Ridge in Floyd County, wants to partner with the community.
Three representatives from the company, including the project developer Andrew Rudersdorf, spoke to the Press Monday. Rudersdorf has been working in Floyd for about six months and has been talking with the owners of property on Wills Ridge. David D’Onofrio and Ben Kelahan with Nordex’s community outreach also visited the county last week.
Rudersdorf said he has spoken with the Board of Supervisors, but wants everyone in the county to know about the project. “We can’t do this project unless the community is on board.” He explained that since wind farms are new to this area and the state, “we really need to educate. We need to make sure everyone understands the benefits of a wind farm. We want communities to generate opinions based on the facts.”
The work Nordex is doing in the county now, Rudersdorf noted, is “very preliminary”. Plans include 15-20 towers, in the range of 30-50 megawatts along Wills Ridge. Nordex makes the turbines it will be putting up, he added. “We both develop and manufacture. The majority of companies you see only develop and they use other technology.”
The N117 turbines Nordex makes are 2.4 megawatt, high efficiency machines, Rudersdorf said. “They are very high efficiency for Class 3 (lower) wind speeds.”
Nordex, based in Germany with U.S. offices in Chicago, has its manufacturing facility in Jonesboro, Arkansas. Rudersdorf said that facility is the company’s commitment “in providing American jobs to wind development in the U.S.” and the turbines that would be put up in Floyd County would be made in Jonesboro.
In terms of local job benefits associated with the building of a wind farm in Floyd County, Rudersdorf said even though plans are still in the preliminary stages, he estimates there would be “in the range of 100-150 construction jobs” and then during the operations period “probably in the range of 5-10 full-time positions….These are high paying jobs. There will be training for those jobs.” The training facility is located at the Arkansas plant.
Also, Rudersdorf, continued, “the magnitude of a 30-50 megawatt project is upwards to $100 million. The tax revenue for the county is extremely significant. We’re still crunching numbers….”
The other company looking at the possibility of a wind farm on Wills Ridge is Horizon Wind Energy LLC of Houston, Texas. Both companies are approaching the same landowners. A third company, Invenergy, which is also involved in the Poor Mountain project in Roanoke County, already has a temporary tower, measuring wind velocity and direction, in place near the intersection of Kyle Weeks Road and Union School Road in Floyd County.
“We are really looking forward to kicking off the wind measurement campaign and educating the community,” Rudersdorf told the Press Monday.
Rudersdorf said Nordex chose to look at Floyd County’s Wills Ridge for a wind farm because of its Class 3 wind resource and the proximity to transmission.
Since a wind farm in Floyd County would be one of the first wind farms in the state, Rudersdorf said his company would “want to set the precedent for wind farms” in Virginia. “We want to make sure we do it correct.”
Estimated time for development in such projects is about 5 years, with construction taking approximately 6 months to a year.
David Stafford, who with another man owns 225 acres on Wills Ridge and is one of the larger landowners in the project area, has been approached by both companies. He said he is “leaning more toward Nordex,” who was the first company to talk to him.
Stafford, who currently lives in Pearisburg, hopes to be living in Floyd in about five years.
As for wind energy, Stafford said, “I think it’s a really good thing. We need to be looking for alternative sources…cleaner solutions to the problem.”
Stafford said he knows there is opposition to a wind farm in Floyd County, but he has seen wind farms in other places. “I actually enjoy seeing something like that…seeing the turbines turning….I saw them out west.” He said most of the wind farms he has seen are not near homes, “but you drove by them and you can see them, which to me was very interesting.”
He said the noise is a “swooshing” noise. “Once you get 50 yards away from it, you couldn’t even hear it.”
Stafford added wind energy is “clean” and from what he understands, “depending on the amount of wind,” a farm would be “generating quite a bit of electricity. I know we might not benefit directly from it here…but there are a lot of jobs to be created because of it, not only in installation, but also the daily mechanics of it.”
Rudersdorf said, “Overall, the response (Nordex has received) has been very positive.” Nordex wants “to show our commitment to this community – that we can do this project and have a lot of local benefits.”
He stated the wind farm is an “opportunity to be able to form a partnership with Floyd while producing clean, renewable energy and economic development the community needs….The project would be a positive milestone for the community in terms of financial and environmental benefits.”

Nordex, one of dual companies exploring a probability of building breeze turbines on tip of Wills Ridge in Floyd County, wants to partner with a community.
Three member from a company, including a plan developer Andrew Rudersdorf, spoke to a Press Monday. Rudersdorf has been operative in Floyd for about 6 months and has been articulate with a owners of skill on Wills Ridge. David D’Onofrio and Ben Kelahan with Nordex’s village overdo also visited a county final week.
Rudersdorf pronounced he has oral with a Board of Supervisors, yet wants everybody in a county to know about a project. “We can’t do this plan unless a village is on board.” He explained that given breeze farms are new to this area and a state, “we unequivocally need to educate. We need to make certain everybody understands a advantages of a breeze farm. We wish communities to beget opinions formed on a facts.”
The work Nordex is doing in a county now, Rudersdorf noted, is “very preliminary”. Plans embody 15-20 towers, in a operation of 30-50 megawatts along Wills Ridge. Nordex creates a turbines it will be putting up, he added. “We both rise and manufacture. The infancy of companies we see usually rise and they use other technology.”
The N117 turbines Nordex creates are 2.4 megawatt, high potency machines, Rudersdorf said. “They are unequivocally high potency for Class 3 (lower) breeze speeds.”
Nordex, formed in Germany with U.S. offices in Chicago, has a production trickery in Jonesboro, Arkansas. Rudersdorf pronounced that trickery is a company’s joining “in providing American jobs to breeze growth in a U.S.” and a turbines that would be put adult in Floyd County would be done in Jonesboro.
In terms of internal pursuit advantages compared with a building of a breeze plantation in Floyd County, Rudersdorf pronounced even yet skeleton are still in a rough stages, he estimates there would be “in a operation of 100-150 construction jobs” and afterwards during a operations duration “probably in a operation of 5-10 full-time positions….These are high profitable jobs. There will be training for those jobs.” The training trickery is located during a Arkansas plant.
Also, Rudersdorf, continued, “the bulk of a 30-50 megawatt plan is upwards to $100 million. The taxation income for a county is intensely significant. We’re still crunching numbers….”
The other association looking during a probability of a breeze plantation on Wills Ridge is Horizon Wind Energy LLC of Houston, Texas. Both companies are coming a same landowners. A third company, Invenergy, that is also concerned in a Poor Mountain plan in Roanoke County, already has a proxy tower, measuring breeze quickness and direction, in place nearby a intersection of Kyle Weeks Road and Union School Road in Floyd County.
“We are unequivocally looking brazen to kicking off a breeze dimensions debate and educating a community,” Rudersdorf told a Press Monday.
Rudersdorf pronounced Nordex chose to demeanour during Floyd County’s Wills Ridge for a breeze plantation since of a Class 3 breeze apparatus and a vicinity to transmission.
Since a breeze plantation in Floyd County would be one of a initial breeze farms in a state, Rudersdorf pronounced his association would “want to set a fashion for breeze farms” in Virginia. “We wish to make certain we do it correct.”
Estimated time for growth in such projects is about 5 years, with construction holding approximately 6 months to a year.
David Stafford, who with another male owns 225 acres on Wills Ridge and is one of a incomparable landowners in a plan area, has been approached by both companies. He pronounced he is “leaning some-more toward Nordex,” who was a initial association to speak to him.
Stafford, who now lives in Pearisburg, hopes to be vital in Floyd in about 5 years.
As for breeze energy, Stafford said, “I consider it’s a unequivocally good thing. We need to be looking for choice sources…cleaner solutions to a problem.”
Stafford pronounced he knows there is antithesis to a breeze plantation in Floyd County, yet he has seen breeze farms in other places. “I indeed suffer saying something like that…seeing a turbines turning….I saw them out west.” He pronounced many of a breeze farms he has seen are not nearby homes, “but we gathering by them and we can see them, that to me was unequivocally interesting.”
He pronounced a sound is a “swooshing” noise. “Once we get 50 yards divided from it, we couldn’t even hear it.”
Stafford combined breeze appetite is “clean” and from what he understands, “depending on a volume of wind,” a plantation would be “generating utterly a bit of electricity. we know we competence not advantage directly from it here…but there are a lot of jobs to be combined since of it, not usually in installation, yet also a daily mechanics of it.”
Rudersdorf said, “Overall, a response (Nordex has received) has been unequivocally positive.” Nordex wants “to uncover a joining to this village – that we can do this plan and have a lot of internal benefits.”
He settled a breeze plantation is an “opportunity to be means to form a partnership with Floyd while producing clean, renewable appetite and mercantile growth a village needs….The plan would be a certain miracle for a village in terms of financial and environmental benefits.”

USA: Nordex plans a $100M wind farm in Floyd County, Virgina

Nordex USA Inc, American wing of German turbine manufacturer Nordex, is planning to build a $100 million wind farm in Floyd County, Virgina.

Nordex is planning to erect 15 to 20 wind turbines along the Wills Ridge which could have30 to 50 MW of  total installed capacity.

It plans to bring the wind farm up and running by 2015, however the developer has yet to submit a planning application. Nordex made its plans public only last week.

Floyd County considers wind farms
The board of supervisors is in the early stage of talks with a German company.

By Jeff Sturgeon
381-1661
Andrew Rudersdorf
Andrew Rudersdorf
FLOYD -- At 25 years old, Andrew Rudersdorf is decades younger than many of the Floyd County landowners whose cooperation he needs.

But the wind energy executive speaks confidently about his company's ability to sell county officials on the benefits of wind farming.

Rudersdorf introduced himself during the open-comment period at last week's meeting of the county board of supervisors. He is the on-the-ground representative in Floyd County for Nordex USA Inc., a German company that has proposed a $100 million, 30- to 50-megawatt wind farm atop Wills Ridge by 2015. It's a prominent spot 4 miles northwest of Floyd, and the project is one of several large wind projects being considered in the Roanoke and New River valleys.

"It's a very exciting time for this industry, and we're very, very excited to be here and partnering with the county of Floyd and the state of Virginia to help renewable energy take its place here," Rudersdorf told the supervisors.

That's partnering in an informal sense only, at this point. Nordex, which has more than two dozen projects in development but none in operation, has not filed a plan or application with Floyd County. Nor has it enlisted the county as a partner.

Last week was the first time the company confirmed its plans at a public meeting.

Nordex's vision is one of several wind-farm proposals taking shape in the region. Another is pegged for Poor Mountain in Roanoke County, where the board of supervisors adopted a wind energy ordinance with detailed parameters last week. Another project is being considered in Pulaski County near Claytor Lake. And other companies are prospecting for areas where wind farms could be placed.

Rudersdorf's title is project developer, but where you'd expect to see a little white or gray hair, there are the brown locks of youth. He is a 2008 graduate of Creighton University in his home state of Nebraska, has a degree in meteorology and once sought work as a TV weatherman.

But instead, he entered the growing field of wind energy, working first for Houston-based Horizon Wind Energy in the Southwestern United States and moving over to Nordex in December.

Though he has been contacting property owners for several months, Rudersdorf's appearance at the meeting last week was the first time he spoke in public.

His dress -- a hooded sweatshirt, blue jeans and leather boots -- gave no hint that he hails from the 15th floor of a skyscraper in downtown Chicago.

Floyd County resident Sandra Howell, who favors wind energy, was pleasantly surprised by his low-key attire.

"I thought he would show up with a business suit on and a giant briefcase full of pamphlets," she said.

David Ingram, chairman of the Floyd County board, said he hasn't formed an opinion of wind energy or studied the regulatory process. Supervisors could hear their attorney's legal advice as soon as next month on the distinctive challenge that wind energy poses to Floyd County, which has no zoning regulations.

Supervisor William Gardner has given the wind energy issue some thought and generally favors wind energy, he said.

However, "we need to have some restrictions on where windmills are placed" as well as on how tall they are and how far they stand from property lines and homes, he said.

But because Floyd County doesn't have a zoning ordinance, it is not clear how supervisors will exert control. The county essentially leaves land-use decisions to property owners themselves. Supervisors asked their attorney to tell them what authority they have to regulate wind energy production and the height of structures placed on ridge tops.

At a minimum, the company will have to petition the state Department of Environmental Quality and the State Corporation Commission for approval and may have to consult federal wildlife officials and aviation authorities, said Jonathan Miles, who follows wind energy at James Madison University. Virginia does not yet have an operating wind farm.

County residents who have spoken out on windy energy on local ridges fall generally into two camps -- those who favor windmills for new employment, tax revenue and other economic benefits and because it is green energy, and those who see risk to water resources, peace and quiet, and rural livability. Three companies are currently prospecting for wind-farm sites in Floyd County.

Interviewed at his room at Hotel Floyd, Rudersdorf used a meeting he requested with The Roanoke Times to say that Nordex is a turbine manufacturing company that is expanding into wind-farm development. It opened a turbine factory last year in Arkansas and has 25 of its own wind-farm projects in various stages of development. Construction on one or two of them could begin next year, company officials said.

Rudersdorf cautioned that the Floyd County project being advanced by Nordex is in the early stages, with a year of wind-speed tests not yet begun.

It would consist of 15 to 20 utility-scale wind mills 400 to 500 feet tall. They would be expected to generate electricity for 20 to 25 years. The company pledges there will be no detriment to water resources and that, when it reaches the end of its life, the wind farm would be removed and the land restored.

Rudersdorf told supervisors that if the project comes to fruition, Floyd County will get 100 to 150 temporary construction jobs, three to six permanent jobs and significant tax revenue to bolster the $30 million county budget, plus payments to landowners.

Rudersdorf and a project development manager in Chicago declined to estimate the tax revenue amount. They wouldn't say how many landowner signatures they have on ground leases. What landowners will get paid was not available, either.

But Rudersdorf hinted that he may host a community meeting soon and give the public a more detailed vision.

"This is very new to the United States and even more new to Virginia. What we want to do is educate the community and make sure they know the facts," he said.
