There is outrage in Papua New Guinea over the government’s decision to defer national elections by six months.

The deputy prime minister says the deferral is not a bid to hang onto power, but many people do not believe him.

Social media is a relatively new phenomenon in PNG, but people are using it to vent their anger at the government.

Robert Kama was in the public gallery when parliament voted for the deferral and he summed up the mood.

   “I think the government’s announcement of deferral is in the interests of the government, not the interests of the people of this country,” he said.

The deputy prime minister maintains the deferral is necessary because the government needs more time to adequately prepare for the vote.

But PNG’s former attorney-general, Arnold Amet, says the deferral is unconstitutional [not that Amet ever let that worry him when he was AG! - editor] .

   “It is clearly a misconstruction, misinterpretation and whichever legal advisor gave that advice is fundamentally wrong,” he said.

He is also a former chief justice and says PNG’s constitution only allows the life of parliament to be extended in an emergency such as a war.

The opposition says it will challenge the deferral in court.

The move comes despite repeated assurances from prime minister Peter O’Neill that polling would go ahead as planned.

Voting was due to begin at the end of June.

If the deferral goes ahead it will be the first time in PNG’s history that elections will not be held every five years.

   This is not going to go down very well with locals in Papua New Guinea. I did manage to speak to some of the people who were in the public gallery, who saw what went on, and not a single one supported this move.

   They all said that they wanted the election to take place as soon as possible so that the people can sort out this ongoing political drama this leadership tussle between Peter O’Neil and the man he replaced, Sir Michael Somare.

   Indeed, one of the people I talked to was a prospective candidate who said he’s now disadvantaged – he has been getting ready to proceed with the elections and campaign and now he can’t do that.

Warning to Australia

Meanwhile, Papua New Guinea has warned other countries, particularly Australia, not to interfere in its internal affairs.

Perhaps in anticipation of an international backlash, deputy prime minister Belden Namah warned other countries not to interfere.

He singled out Australian Foreign Minister Bob Carr who floated, then later retracted, the idea of imposing sanctions on Papua New Guinea if elections were delayed.

   “Whatever Mr Bob Carr says about sanctions, I want to say this: do not threaten the independence of this country,” Mr Namah said.

Mr Carr is yet to comment.

But in a statement, Prime Minister Julia Gillard made no mention of sanctions but maintained Australia believed the elections should be held on time.

   “While we respect Papua New Guinea’s sovereignty, as a strong supporter and long-time friend of Papua New Guinea, Australia believes the elections should be held on time, in accordance with the constitution,” she said.

   “Papua New Guinea’s democracy has to date had a good record of holding elections on time.”

ich bin mir ziemlich sicher das die 500k Order bedient wird,der Deal ist vorher abgesprochen,warum weiss niemand,das die Wahlen verschoben wurde ist für uns zweitrangig,da wir frühestens in 3 Jahren eröffnen,und die Vorbreitungen dazu können auch in der heutigen Zeit ohne Probleme abgearbeitet werden,dazu braucht man jetzt PNG noch gar nicht,und ich glaube auch das das verschieben der Wahlen mit Australien abgesrochen ist

The ABG President and Papua New Guinea’s constitution architect chief John Momis says that the announcement by the Government to postphone the 2012 general elections sets a dangerous trend in the history of Papua New Guinea.
He this is because leaders will find any excuse to delay elections and deprive the constituents and citizens of their rights to cast their votes for their choice candidates.
President Momis said that although past elections were not perfect but previous governments did not use the un-preparedness of the Electoral Commission or the public service to delay elections.
He said that this was a very bad precedent and just hoped this does not become a habit.
The ABG President said that leaders must be subjected to scrutiny and election time was the opportune time that enables the people to screen and use their Knowledge and Experiences to make proper choices.
President Momis said that the delay will cause a lot of unnecessary delays in Bougainville in respect to other important engagements we have with the National Government.
MR. MOMIS said AND I QUOTE “We cannot go on procrastinating, the JSB has been put off for so long, National Government has not given us the budgeted ONE HUNDRED MILLION KINA and this is causing quite a concern to us” end of quote.

Jetzt kommt es darauf an wie die AU Regierung weiter agiert.High Commissioner Kemish hat sich bei seinem Besuch in Panguna über die Wünsche der Lo`s informiert u. Oppositionsführerin Julie Bishop über die Position Momis und des ABG. Die Spannungen zwischen AU u. PNG wegen der Verschiebung der PNG Parlamentswahlen (Drohung Australiens die Hilfen für PNG zu kürzen) setzen O`Neill unter Druck.Da käme ein Einlenken in der B`ville Frage gerade recht um das ramponierte PNG Bild bei den Aussies wieder etwas aufzupolieren. Ein Hinweis könnte auch die für den 15 April erwartete Entscheidung der (von AU Experten dominierten) B`viller MRA zu Morumbis Antrag auf Explorationslizenzen geben.

Papua New Guinea's prime minister has announced he now wants to reverse a controversial decision to delay elections by six months.

In a statement, prime minister Peter O'Neill says parliament was not properly briefed on the issue and he now wants elections to be held closer to the expected date of June 23.

Mr O'Neill was one of 63 MPs who on Thursday voted to defer national elections by six months, prompting Foreign Minister Bob Carr to warn of possible sanctions.

Before the vote, the MP assisting Mr O'Neill on electoral matters briefed parliamentary ministers on a report from PNG's electoral commission.

He told them electoral rolls were not complete and police were not ready to provide security.

But the Mr O'Neill now says the electoral commission did not recommend that the elections be deferred and the minister in question did not have clearance to suggest the delay to parliament.

Mr O'Neill has yet to give a clear indication of when elections will be held, but says all efforts must be made to ensure their integrity and security.

Chiefs and other leaders in Papua New Guinea’s Bougainville have told ex-combatants that the autonomous province won’t develop unless they show respect for law and order.

Armed former militants have caused havoc in and around the main town Buka in recent weeks, including the destruction of three ships belonging to the owner of the Rabaul Queen inter island ferry which sank two months ago off Morobe.

Chiefs and local government personnel met leaders of the ex-combatants and called on them to behave.

The chair of the chief’s council, Robert Tohia Tabuta, says these people have to realise they are holding back the development of the province.

   “[In] the absence of law and order here in our region, there is no development. So the chiefs, the leaders, of Buka Island, Bougainville Island are concerned that if our ex-combatants do not abide by the law it negates development.”

Papua New Guinea’s Prime Minister, Peter O’Neill, says the nation will have an election on June 23 as scheduled, as public outcry mounts against parliament’s decision to delay the poll by six months.

But Mr O’Neill is proposing the issuing of electoral writs be delayed by one month, arguing voters need more time to inspect the rolls.

It is unclear if electoral commissioner Andrew Trawen, a staunch opponent of the delay, has agreed to the deal.

The proposal comes as Port Moresby braces for protests as news spreads of last week’s controversial parliamentary vote.

That vote by 63 MPs, Mr O’Neill says, was not binding, serving only to voice parliament’s frustration at the unpreparedness of the rolls in the critical, and resource-rich, Highlands region.

   ‘Let me assure the nation that, except for the date for the issue of the writs, the 2012 elections will go ahead as scheduled by the electoral commissioner,’ Mr O’Neill said in a statement.

Much of the statement spelled out details of a four-hour crisis cabinet meeting attended Mr Trawen.

Mr O’Neill says both cabinet and the electoral commission agreed that the unpreparedness of voting rolls by April 27 was critical and warranted deferral of the election.

The statement only bears Mr O’Neill’s signature, and a spokesman for Mr Trawen would not comment when read its contents.

He said Mr Trawen would make a statement on Tuesday.

However, earlier in the day, Mr Trawen said he was seeking legal advice on the constitutionality of the decision made by parliament on April 5 to defer the elections until October.

   ‘I will proceed to advise the Governor-General Sir Michael Ogio to issue writs for the 2012 elections as scheduled on 27th April, 2012,’ he said in a statement on Monday.

   ‘And I want the people of PNG to know that I have always maintained that the commission is prepared and the 2012 elections will go ahead as planned.’

Mr Trawen said preparations were on track and the commission was doing its best to prepare and deliver credible electoral rolls for a June 23 poll.

Mr O’Neill surprised the nation and international observers by backing away from parliament’s vote on Saturday morning.

He said a report cited in parliament, and written by Mr Trawen, did not recommend differing the poll, a claim made by some MPs before the vote to delay.

The proposal comes as Port Moresby shows signs of growing public outcry against parliament’s decision.

A convoy of 10 buses made its way through out the city on Monday, urging a public demonstration in the centre of the city.

There was also a public concert on Ela Beach, where in between songs presenters urged the public to make its voice known.

Students, unionists and former soldiers are expected to attend.

   ‘I hope it will be peaceful,’ said Godfrey Aisi, who is among a group of former soldiers who will join unions and students on Tuesday morning.

   ‘We will be angry if the PM does not come and face us.

   ‘But we will peaceful. We hope the police don’t use teargas on us.’

Critics of the move say PNG’s 36-year-old constitution spells out strict five-year parliamentary terms and gives MPs the power to call early elections, but not defer them.

The police and military have also said they were ready for the elections, Mr Trawen said.

Former prime minister Sir Michael Somare and former attorney-general Sir Arnold Amet say the move is blatantly unconstitutional.

   ‘No parliament since independence has used its numbers to buy more time in office than these desperate 63 members of parliament who voted for the deferral of the elections,’ Sir Michael said.

1) Ich habe am Do den 05.04. eine hohe Limitoder in AU zu 0,83 eingestellt, welche heute Nacht im Orderbuch nicht erschienen ist und in meinem Depot weiter als offene Order geführt wird.

2) Ich hatte Mo letzte Woche eine Order über 30000 Stück zu 0,81 in AU aufgegeben. 10921 habe ich bekommen und 19079 sind noch offen. Auf Diese Reststücke wurde 2 Tage später die Order über 500k gesetzt. Heute Nacht wurden Diese 500k mit einem Mal bedient und meine Stücke sind noch offen, obwohl Meine in der Reihenfolge als erstes hätten bedient werden müssen.

Kann mir das mal jemand erklären?

Haben andere User ähnliche Erfahrungen?

Was kann man da machen?

Ich denke die ESBC haben so etwas nicht nötig. Bei entsprechenden realen Nachrichten und Fortschritten steigt der Kurs dann wenigstens nachhaltig.

also der Deal in AU war sicherlich linke Tasche-rechte Tasche,aber ganz sicher nicht um Umsatz zu generieren,eher um Shorts zu bedienen,vielleicht fliegen die wieder Stück für Stück auf den Markt um den Kurs zu drücken,oder Australien hat sich jetzt eingeschaltet und beteiligt sich inzwischen an BOC,denn die Order kam parallel zu dem Besuch der Opposition(Zufall?)

Papua New Guinea’s prime minister and electoral commissioner say the nation’s election will take place as scheduled, following a massive protest in the nation’s capital, Port Moresby.

Thousands of protesters marched on Sir John Guise Stadium in the heart of the city’s government district on Tuesday, demanding the government stop interfering in the electoral process and that it roll back laws giving parliament the power to suspend judges.

PNG’s politicians last week voted 63 to 11 to delay the June 23 poll by six months after it was revealed the rolls for 41 electorates in the resources-rich highland region were incomplete.

   “(Cabinet), the parliament, does not have the power to direct the electoral commissioner,” Prime Minister Peter O’Neill told the crowd.

   “Parliament will not interfere with the electoral commissioner.”

With 51 per cent of that nation’s eligible voters in the highlands, issuing the writs when the rolls aren’t ready would be unfair, Mr O’Neill said.

   “How do you expect them to vote, what about their rights,” he said.

Electoral commissioner Andrew Trawen, addressing the crowd mostly in pidgin, said the election will go ahead as scheduled in late June, but writs will be issued three weeks late to allow for greater public scrutiny of the rolls.

“The three weeks’ delay will give the voters from the Highlands equal or same opportunity like that given to voters in the Southern, Momase and New Guinea Islands regions to view and object to the preliminary rolls so that a credible roll is produced for the Highlands,” he said in a statement on Tuesday morning.

Mr O’Neill also made a conditional promise to repeal the controversial Judicial Conduct Act, a law the government passed, then used to suspend the nation’s chief justice, Sir Salamo Injia, and Justice Nicholas Kirriwom.

He said parliament would repeal the law provided Sir Salamo and Justice Kirriwom stepped down voluntarily.

   “If they do the right thing, I will do the right thing,” he said.

Both judges are currently overseeing a hearing into the government’s legitimacy, and police have previously arrested Sir Salamo on charges of perverting the course of their investigation into his handling of court finances.

Petitions against a delay were handed to Mr O’Neill, Mr Trawen and Attorney-General Dr Allan Marat on behalf of Governor-General Sir Michael Ogio.

Student representative president Emmanuel Issacs told the crowd they would wait to see what parliament did next before deciding on further civil action.

The peaceful, but at times rowdy, protest was made up of a highly sceptical crowd.

While Mr O’Neill spoke, one frustrated protester could be heard shouting “It is bullshit, he is lying” over the crowd’s chant of “rausim, rausim” – pidgin for “chase him out” or “get rid (of him)”.

The public statements from Mr O’Neill and Mr Trawen are significant.

Mr Trawen has long been against delaying the poll, arguing the constitution spells out a strict five-year term for PNG’s parliamentarians.

He threw down the gauntlet on Monday afternoon, saying he would go the governor-general on April 27 for the issue of writs despite parliament’s vote.

Mr O’Neill offered the compromise delay of a month for the writs late on Monday night.

Port Moresby and social media have been rife with rumour since Mr O’Neill indicated on Saturday morning he had backed away from the vote.

The government has denied rumours of a split within its ranks and that Deputy Prime Minister Belden Namah, seen by many as the architect of the vote to delay the election, had been sacked by Mr O’Neill.

A poker-faced Mr Namah sat next to a smiling Mr O’Neill at the stadium.

Meanwhile, a scheduled parliamentary sitting was cancelled when an insufficient number of MPs turned up on Tuesday.

Parliament is expected to resume on Wednesday at 10am (AEST).
