Lassen wir einmal dahingestellt, ob das bloße „Letter – Presenting“ vor Kriegsbeginn schon als der Beginn einer BCA Review bezeichnet werden kann.

Sollte es so sein, müssen wir wohl festhalten, dass der „Vorsprung“ von drei Jahren (den Panguna übrigens nicht hat, sondern hatte) erfolglos verstrichen ist. Und um es gleich dazu zu sagen: Bei diesen drei Jahren wird es nicht bleiben …

Es muss doch mal eine belastbaren IST-Zustand geben, den die Panguna Landow­ners Association veröffentlichen könnten?

Wo stehen wir denn genau? Sehr sehr verworren die ganze Geschichte :)  

mich verwundert, dass nicht einmal die Presse  über das gecancelte Meeting ein Wort verloren hat, geschweige denn, über den Grund der Absage berichtet hat.
Wußten die nichts davon? War das alles nur gestrickt um den Kurs zu puschen?
Es wird immer rätselhafter und undurchsichtiger was in den verantwortlichen Köpfen vorgeht.

THE  Melanesian Alliance is the first Political Party to rally behind the  tertiary students calling for the repeal of the Judicial Conduct Bill  2012. 

The party, which has  Opposition Leader Dame Carol Kidu as its leader, is proud to come into  this year’s elections as the alternate Government has come out for the  first time speaking on the Constitution of Papua New Guinea.

Further,  the party now in support of the students call for the repeal of the  Judicial Conduct Bill, has given a warning that they would not accept  any sitting MPs under their banner – they want to come in with new MPs.

Former  Deputy Prime Minister and Central Bougainville MP Sam Akoitai (picture)  with his team yesterday came out strongly that the party was very  concerned about the Constitution of this country which was now being  threatened. 

Mr Akoitai,  flanked by the party’s candidates from all over PNG, said in Port  Moresby yesterday that the founding fathers of the party were architects  of the Constitution and that they were very concerned that this  Constitution was now at risk and needed to be restored and the country  saved. 

“The Constitution  exists before the Parliament, there are no two minds about that,” Mr  Akoitai said. “When there is a Constitution, the country exists. 

The  Constitution is Supreme and above all the three arms of Government. I  totally disagree with the views that Parliament is supreme – this is  wrong.

“So, based on that  under Melanesian Alliance as a party, has now decided to endorse  candidates in 2012 to protect the Constitution of this country,”

A STUDY into tracking the benefits received by Enga provincial government from Porgera gold mine suggested the need for a coordinated effort in monitoring  the money once it was paid out.
After three years of research, former senior researcher with National Research Institute Peter Johnson found that there was a need to be more transparent to ensure that the money paid out reached its destination.
It was also revealed that there was lack of data on how the money was used.
He said 10 government departments and agencies that were responsible to keep record of these monies did not have the data, in particular Mineral Resources Development Corporation, the state’s appointee to manage landowner revenues.
He said most of the data was obtained from Porgera Joint Venture (PJV) and Enga provincial government.
Johnson said data was so difficult to access, which left his report full of gaps and assumptions on how the monies could have been spent.
The study arose when NRI noticed that the people in the mining town did not have access to basic services such as education, health and infrastructure developments, despite royalties and dividends being paid to the provincial government and the landowners.
PJV, owned by Barrick, has been operating for over 20 years with another potential 10 years.
Its production had thus far produced K16.4 billion, with K300 million in royalties paid last year, and about K80 million in taxes and duties per year.
In this case, PJV paid 5% of its profits to the provincial government and the landowners.
This figure was then equally divided by both groups which the MRDC managed.
The study highlighted that this was not directly translated into tangible developments.
It said there was still time to improve how the revenues from the mine could be spent, ultimately improving the lives of the people.
“But this will require more will than is presently being expressed by PNG’s politicians and community leaders,” it said.
“It has the expertise and resources, domestic or international, to design and develop strong policies to ensure all revenues are adequately accounted for and spent as determined by its people.”
Johnson said one of the ways to solve this problem was t to address the deficiencies in the current payment system.
He said in this way, mining companies could keep track of their payments to ensure they went to where they were supposed to go to and do what they were supposed to do.
Another was to ensure landowners become financially literate to allow them to make informed decisions.

Hatte denn die Presse vorher überhaupt irgendwelche offiziellen Bestätigungen irgendeines Meetings mit festgesetztem Zeitpunkt veröffentlicht? Oder wurden von interessierter Seite wieder mal nur unüberprüfbare Gerüchte über ein angebliches Meeting in die Welt gesetzt?

The National lässt sich wohl kaum als "interessierte Seite" betiteln,oder?

Indem Momis "ALLES" (Miningpower,die PNG-BCL Shares (ganz oder teilweise) Aufteilung der Steuereinnahmen, lifting on Miningmoratorium) will, kann er effektiv "ALLES" gewinnen, im schlimmsten Fall aber nur ein paar Monate verlieren.

Die "AGB u. PNG Teams" welche die JSB u. NEC Meetings vorbereiten sollen stehen immer noch in Verhandlungen, nirgends wurde von gecancelt berichtet,lediglich die Vorbereitungen ziehen sich wieder mal "Etwas" in die Länge, im "Land of the Unexpected" eigentlich völlig normal. ;-))))))))))

Im ABG gibt es eine Fraktion (um Atsir) welcher die Miningpower u. der Lift des Miningmoratoriums als Ergebnis der Meetings völlig ausgereicht hätten. Diese sind mit den Lo´s u. Companys verbandelt welche (auch ohne PNG Zustimmung) die Ausstellung von Lizenzen vom B´viller MRA  "binnen 3 Wochen" fordern. Gut möglich also dass in den nächsten 14 Tagen ganz "unexpected" auch Good News veröffentlicht werden könnten.;-)))))

Team to review PNG, Bougainville powers


TECHNICAL teams from the national government and the Autonomous Region of Bougainville government will meet to review the powers and functions between the governments.

The Bougainville government will focus on the progress of a memorandum of understanding on the transfer of fisheries, police, works and community development functions and powers.

The meeting will look at updating the implementation of MoUs on education, health, agriculture, lands, technical services and symbolic powers and functions.

Team leader and deputy administrator policy for Bougainville Raymond Masono said the meeting would elaborate on the implementation of stages 2 and 3 of the strategic framework on the transfer of mining functions and powers.

He said two new submissions – the notice of intention to transfer the public service function and powers from the national government to the ABG and issues related to the framework for negotiation of reopening the Panguna mine – would be submitted.

Masono said the meeting would be tabling recommendations on steps forward on the review of the autonomy arrangement and preparations for referendum on the future political status of Bougainville.

The meeting will discuss the joint ABG/national government reconciliation and weapons disposal programme.

The ABG team had arrived in Kokopo while members of the PNG team were expected to arrive today.

There is a JSB meeting and NEC meeting scheduled about March 23-25 for the first time in 22 years in Arawa

The focus in the next three weeks needs to be to make the JSB and NEC meeting in Arawa a historic meeting which will go down in history as something in which Mr Momis and Mr Peter O'Neill were able to build the road map to prosperity for Bougainville. This fact needs to be communicated by as many people as possible to both the leaders [bottom up approach of communicating to leadership]. Let them seize that opportunity and do everything possible in the next 3 weeks to make that vision a reality.

Heute heißt es „nirgends wurde von gecancelt berichtet,“ – vor ’ner guten Woche konnte man noch lesen „Ohne konkrete Infos von Vorort lässt sich über die Ursachen der Cancelung der Meetings nur spekulieren.“ Ja da ist doch für jeden was dabei …

Wie dem auch sei: Ob das für den 23. März offiziell (?) angekündigte Meeting gecancelt oder auf unbestimmte Zeit verschoben wurde, macht keinen wesentlichen Unterschied, ist eigentlich nur Rabulistik.

Beides steht für das, was bislang jedenfalls stets zu erwarten war … Land of the Expected eben: Uns als wichtig erscheinende Termine werden – ganz gleich aus welchen Gründen – immer wieder nicht eingehalten, ganz sicher einer der wesentlichen Gründe für den aktuellen Wert unseres "Wert"-Papiers.

Allerdings, wie gesagt: Mein Zeithorizont bemisst sich nicht in Tagen, auch nicht in Wochen. Wenn die ersten Versuche einer Review bis ins Jahr 1987 zurückreichen (ein Zeitpunkt, zu dem mancher der hier Aktiven noch gar nicht lesen konnte ... ), fallen doch die von Pariu genannten möglicherweise weiteren 5 Jahre auch nicht mehr ins Gewicht, oder?

CALGARY, ALBERTA -- (Marketwire) -- 03/29/12 -- Morumbi Resources Inc. (TSX VENTURE: MOC) ("Morumbi" or the "Company") announces that it has hired a team headed by Eddie Mucha to provide operations management and logistics support for its Papua New Guinea ("PNG") and Bougainville operations and Andrias Kristianto to head up its planned mineral exploration programs in both PNG and Bougainville.

New Operations Team

Eddie Mucha began his career in England and was hired by Bougainville Copper Ltd. to move to Bougainville in the early stages of construction of the Panguna Mine in the early 1970s to coordinate catering and camp logistics. Mr. Mucha who speaks the local Tok Pisin language went on to have a distinguished career in logistics and camp and catering services to some of the world's most successful projects.

From Bougainville he moved to Rio Tinto's Mount Tom Price Iron Ore Mine in Western Australia; moved back to PNG in 1989 to be involved in pipeline and oil processing construction at Kutubu in the Highlands, and then on to the then Placer Dome's massive Porgera Mine nearby. He was hired as Operations Manager for the South Pacific Games in Port Moresby in 1992.

Mr. Mucha then spent seven years at Freeport McMoran's Grasberg mine in West Papua, the world's largest gold/copper mine, where he provided logistical support for general mine operations and camps to provision 17,000 workers including 51,000 meals daily from 10 kitchens manned by 700 employees.

From there he spent two years in Mongolia for Ivanhoe Mines at Oyu Tolgoi in the South Gobi region of Mongolia, approximately 550 km south of the capital and nearest supply centre, Ulaanbaatar. There he supervised construction and logistics and provisioned camps for 10,000 mine construction workers. Oyu Tolgoi is scheduled to come on stream in late 2012.

For the past two years Mr. Mucha held the position of manager of logistics at the Tujuh Bukit giant porphyry discovery on South East Java for Intrepid Mines Limited, Indonesia ("Intrepid"). Mr. Mucha's mandate included camp and facility construction, helicopter scheduling, sample preparation, transportation and provisioning for the operations. Mr. Mucha brings a vast wealth of experience as a world class operator to Bougainville for Morumbi.

Mr. Mucha's operations team, includes Tribudi Hastuti, who has a Bachelor's degree in nursing and a Masters degree in Infrastructure and Community Development. Argung Winardani, another key member of the operations team who will begin work full time for Morumbi on Bougainville in April, 2012, specializes in agriculture development. Both Mr. Winardani and Mrs. Hastuti's skills will be employed in the health and social programs underway and planned by Morumbi on Bougainville.

New Geological Team

Morumbi is also very pleased to announce that it has hired Andrias Kristianto as Chief Geologist together with his selected support team of geologists to support the Company's exploration program on its Popondetta property in PNG and in preparation for mineral exploration on Bougainville. The team will begin its operations April 15, 2012.

Mr. Kristianto was instrumental in the Tujuh Bukit giant porphyry discovery on South East Java for Intrepid. In October 2009 he was assigned as the Principal Geologist at Tujuh Bukit, and acted as the Geology Manager over twenty geologists (including both Indonesians and expatriates). He was directly involved in Intrepid's Cu/Au porphyry discovery at Tujuh Bukit, including managing, and being technical adviser on drill hole planning for thirteen drill rigs targeting 135,000m core drilling in 2011 and 2012.

Mr. Kristianto's geological team includes Benny Alizar and Hilman Sasmita, both geologists experienced in the epithermal and porphyry systems of Indonesia, which has similar geology, climate, jungle forests and terrain as found on Bougainville due to the fact that they are each part of the same ring of fire geological belt.

So wie es ausschaut setzen sich die Morumbi Resources Inc. u. die dortigen L0´s einfach über das von PNG dekretierte Mining Moratorium auf Boug. hinweg u. beginnen ganz einfach mit Explorationen auf ihren Leases. Wenn die B´viller MRA dazu grünes Licht gibt (dann wohl im Einverständnis mit der Weltbank) bedeutet das dass Boug sich die Autonomie der Miningpower ganz einfach selbst zugespielt hat. Damit entstünde eine vollkommen neue Situation auf der Insel, auch für BOC ;-))))
