On August 1, Representative Paul Tonko (D-NY) introduced the Wind Energy Research and Development Act of 2011 (H.R. 2782). The bill would provide $1 billion over five years for the Secretary of Energy to direct a research program to improve the efficiency, reliability, and capacity of wind turbines. The program would work to optimize the design of wind energy systems to meet a wider range of atmospheric conditions and reduce the cost of creating and maintaining such systems.
