THE Autonomous Bougainville Government has reportedly set up a team to renegotiate the encompassing Bougainville Copper Agreement – a key requirement for possibly re-opening the once mighty Panguna copper-gold mine this decade.

According to The National, Bougainville President John Momis said the decision to renegotiate the BCA as opposed to renew it was because the agreement was “drawn up by parties which were no longer present at the negotiation table”.

Momis reportedly thanked Prime Minister Peter O’Neill for his decision not to exercise his government’s power over mining-related issues on Bougainville Island, and for not approving the renewal of the Panguna special mining lease to Rio Tinto subsidiary Bougainville Copper.

Panguna was the world’s fourth largest copper mine before it was closed in 1989.

There were around 600 landowners or landowner representatives of the 1980 compensation agreement for the mine – providing plenty of scope for differences of opinion.

If there is sufficient community approval for the mine to be reopened, this task will still be considered a large project even though access roads and port infrastructure remain.

GoPNG’s equity in BCL was originally set at 20%, given by the Australian govt. This later reduced to 19.1% after the PNG Investment Corporation unloaded a parcel of shares.



Royalty set in the 1967 agreement was 1.25% of the fob value of the exported product. The 1974 renegotiation of the BCA did not alter this amount. This was paid to the NSPG (95%) and to landowner (5%). The late Mr 5% (our old man) had to fight tooth and nail and for that measly 5% for the landowners, eventually landing up in the Australian High Court for the final hearing and judgement.  Mabo might think he was a trail blazer, in actual fact Bougainville led the way on land rights.



So what is 5% of 1.25% ? How about 0.0625% of the fob value??. That’s how paltry the sum was. Elsewhere, such as in the US, we are talking royalty amounts of 8-12%, depending on the resource.



We can do better this time, given hind sight and the number of educated people at our disposal. Back then it was a lonely uphill battle for one half educated ex-seminarian and teacher. But given a few supportive friends, he got there, despite the then Australian foreign minister MR Barnes famous derisory cat call of “You get nothing”. As one of those friends later confided to me, “ The battle is not over yet, you must fight on”. That was in 1985, and rumblings were already afoot on Bougainville. How dead right that friend was.

RTE Toronto - (www.emfis.com) - Wie die beiden kanadischen Gold-Unternehmen Barrick Gold und NovaGold Resources unlängst eingestehen mussten, könnte dem gigantischen Joint-Venture-Projekt in Alaska möglicherweise das Aus drohen, bevor es überhaupt richtig losgegangen ist.  

Kürzlich gab das kanadische Edelmetall-Unternehmen NovaGold eine aktualisierte Machbarkeitsstudie zu einem der größten noch nicht entwickelten Edelmetall-Projekte weltweit - Donlin Gold - bekannt. Das Riesen-Projekt hält Gold-Vorkommen von etwa 34 Millionen Feinunzen bereit. Erfreulich ist, dass die Entwicklung der Lagerstätte etwas günstiger werden könnte als bislang angenommen. Statt den sieben Milliarden Dollar, die zuvor veranschlagt wurden, sollen nach der aktuellen Studie 6,7 Milliarden Dollar reichen.  


Wirtschaftlichkeit fraglich

Dennoch ist die Wirtschaftlichkeit des Projekts keineswegs gesichert. Bei einem Preis in Höhe von 1.200 Dollar je Feinunze Gold, der Grundlage der Studie war, würde der Net Present Value lediglich 547 Millionen Dollar betragen. Bei Investitionskosten in Höhe von 6,7 Milliarden Dollar stellt dies einen sehr geringen Wert dar. Noch verheerender sieht es bei  weiter fallenden Goldpreisen aus, denn bei einem Preisniveau von 1.000 Dollar je Unze wäre das Projekt hochgradig unrentabel. Lediglich sofern die Notierungen des gelben Metalls im Bereich um 1.700 Dollar verharren oder weiter in die Höhe schnellen, würde das Donlin-Projekt betriebswirtschaftlich Sinn machen. Aber ob das Metall der Könige dieses Preisniveau dauerhaft verteidigen kann, ist gegenwärtig ziemlich fraglich.  

Bei der Größe des Alaska-Projekts wäre ein Scheitern ein schwerer Schlag selbst für einen Gold-Giganten Barrick Gold. Aber soweit ist es noch nicht: Auch wenn die Machbarkeitsstudie nicht auf ganzer Linie überzeugt, fiel sie nicht so schlecht aus, dass eine zeitnahe Einstellung des Projekts gerechtfertigt wäre.

FOLLOWING the recent signing of a ceasefire agreement between five warring factions in Konnou constituency, community representatives at Siwai, South Bougainville, have planned for an arms summit to be held in Siwai district.
The proposed Siwai district arms summit is being planned for January.
The Siwai District Peace and Security Committee (SDPSC) last Friday agreed to prioritise preparation for the arms summit, which will be a first for the autonomous region.
The arms summit will allow youths, women, churches, veterans, chiefs and other stakeholders to discuss weapons disposal in the district and Bougainville.
Committee deputy team leader Michael Komoiki said a survey by the Veterans Association had shown that there was a ‘serious’ arms build-up in the region.
“It is clear in the number of unauthorised entry of foreign vessels into our waters via Loloho port. Arms are now in the hands of ex-combatants, business houses, criminals and registered arms under the government,” Komoiki said.
Chief of Kaparo village Ignatius Morou said the number of guns in South Bougainville had doubled compared to when the Bougainville crisis was on and he urged that the arms summit be supported.
“These guns are not ours. We do not have a factory here yet we have so many guns coming into the region.”

das Segment der Rohstoffaktien ist riesengroß und wächst immer weiter.

Ständig starten neue Firmen – aber alte Firmen verschwinden auch vom Markt.

Sie müssen bedenken: Von 100 gestarteten Rohstoffexplorern schaffen es vielleicht drei bis fünf wirklich bis zur Produktion.

Bei den anderen ergeben sich auf dem extrem langen Weg von der Entdeckung eines Vorkommens bis zur Produktion die verschiedensten Probleme. Am häufigsten geht den Firmen schlicht und einfach das Geld aus.

Allein an diesen Zahlen sehen Sie schon, wie risikoreich dieses Aktiensegment ist. Aber die Chancen sind auch riesengroß. Und das macht den Reiz aus. Bedenken Sie:

Wenn Sie bei einem Explorer früh einsteigen, wenn die Aktie bei 0,10 oder 0,15 Euro notiert, kann es gut sein, dass es bei 2,00 oder 3,00 Euro zu einer Übernahme kommt. Das sind Erträge die man kaum in anderen Bereich erzielen kann.

Aber wie gesagt: So etwas gelingt aber nur bei 3 bis 5% aller Firmen. Und am Anfang ist es eben wirklich nur schwer absehbar, wer denn zu den erfolgreichen Firmen zählen wird.

Grundsätzlich werden Rohstoffaktien an vielen verschiedenen Segmenten gehandelt. Das wichtigste Segment für die kleineren kanadischen Titel ist die TSX-Venture Exchange in Vancouver. Dort werden aktuell mehr als 700 Rohstoffwerte gehandelt.

Die große Schwester ist die TSX in Toronto, an der dann die größeren Rohstoff-Firmen gelistet sind. Weitere Segmente mit einem hohen Anteil an Rohstoff-Aktien sind auch noch die australische AIX, die US-Börse AMEX, das Londoner Handelssegment AIM und die Börse Frankfurt.

Die entscheidende Frage lautet nun: Wir filtere ich als Investor die wirklich lukrativen Werte heraus? Denn eins muss beim Investieren in die kleinen Exploreraktien beachtet werden: Es sind risikoreiche Aktien mit einem enormen Potenzial.
Es gibt auch Kennziffern bei Rohstoff-Explorern

Daher heißt es im Vorfeld: Investoren müssen ihre Hausaufgaben machen, sonst ist das Risiko nur schwer einzuschätzen. Trotz der oft noch sehr frühen Phase der Exploration kann man auch solche Aktie fundamental bewerten – wenn auch nach anderen Kriterien als in der klassischen Aktienanalyse.

So entfällt bei diesen Werten die wichtige Kennziffer Kurs-Gewinn-Verhältnis (KGV). Das liegt schlicht und einfach daran, dass diese Firmen noch keine Gewinne erzielen. Das Betriebskapital wird vielmehr dazu eingesetzt, um die Exploration aussichtsreicher Vorkommen voranzutreiben.

Dann eben nur ne kleine Anregung: Versuchen sie doch Mal Antworten ohne Beschimpfungen. Weniger Cholesterin, weniger herablassender Umgang mit Mitmenschen - sie würden staunen, wie gut das der Gesundheit tut.

Arthur Somare calls Peter O'Neill a "liar"

SUSPENDED Angoram MP Arthur Somare has claimed that the Prime Minister Peter O’Neill is a "liar" and is referring him to the Ombudsman Commission.
He is also referring Lawyer Philip Ame to the Law Society for perpetuating a "lie" in court.
Somare was bemused by the allegations that he secretly met with Chief Justice Sir Salamo Injia at the Ela Beach Hotel on November 4.
“The action of Peter O’Neill is an action of a desperate man who is handing by the skin of his tooth to be in power.”
Somare said it waas unbecoming of a leader lying in the face of the Supreme Court.
“Politics you can play with me but do not tarnish the name of the Chief Justice," he said.
"He is too big to drag his name down.
“This is total lie as I do not drink, play pokies or stay up late at hotels and night clubs.
“I believe in the rule of law and I believe the court will make a decision.
Somare said the closest meeting with the Chief Justice was at the Court house in the public gallery.
“The three who made the allegations are liars and Peter O’Neill is a liar.”
The National visited the Ela Beach Hotel to check on the operating hours to find that the hotel's pokies parlour closes at 10 o’clock and it does not serve late diners.

THE Supreme Court ruling on the East Sepik provincial executive council special reference case on the legality of the O’Neill-Namah government has been deferred to tomorrow.
The exact timing of when it will be handed down tomorrow depends on the scheduled hearing on the contempt of court charges filed by the National and Supreme Court registrar against deputy Prime Minister Belden Namah and Attorney-General Dr Allan Marat over their sacking of the Chief Justice Sir Salamo Injia.
The first case to be dealt with however is the application by Prime Minister Peter O’Neill to have Sir Salamo disqualified from presiding over the East Sepik reference case because of an allegation of “bias”.
The Supreme Court will make a ruling on that first.
O’Neill is being represented by lawyer Philip Ame.
Ame’s submission last Friday effectively forced the postponement of the ruling by five-judge bench on the East Sepik reference.
He based his argument are on three affidavits by two Southern Highlands men and one from Lufa who claimed they saw Sir Salamo in the company of Angoram MP Arthur Somare at the Ela Beach Hotel at 2am on Nov 4.
Because of this allegation, Ame submitted there was a possible apprehension of bias or bias.
Ame’s submission was questioned by the bench.
Sir Salamo asked what was the exact time they were seen. Ame said: “2” .
CJ: “Is that in the night or day?” Ame: “2 am”
CJ: “Where were they”? Ame: “They were coming out of the pokies”.
CJ: “Is there evidence that I was coming out of the pokies?”
It drew laughter from the court.
Justice Kirriwom asked Ame: “Do you expect the CJ to be hanging around in places such as the pokies to such a late time as that?”
He also questioned the credibility of persons who hung out at such places at such a late hour.
He was also asked if  he really thought the CJ would have chosen to be hanging out at such a late hour as that.
Lawyers representing the interveners, including the referrer, told the court O’Neill’s application should be dismissed.
Peter Kuman for Wabag MP Sam Abal requested the court to issue a warrant of arrest for the three men and that they should be charged with perjury or giving false statements in their affidavits.
Kuman also said the three should be cited for contempt of court and for Ame to be referred to the lawyers’ authorities.
Lawyer Ian Molly for the referrer told the court that the document had errors.
One was that Ame had introduced himself in court as the lawyer for O’Neill yet the filed document he was making submissions on, showed that it was for the NEC.
He also pointed out that the three male witnesses had such similar wording in their affidavit that it bought into question their statement’s credibility.
Ame said he had had typed out the three witnesses’ affidavits in November but only got instructions in the past few days to file them.
The CJ said last Friday he “is ready, willing and able to hand down his ruling on the Reference together with members of the bench”.

Sir Michael Somare is willing to serve as prime minister of Papua New Guinea again, but he says he's unsure if he'll run for his East Sepik electorate at the 2012 election.

Sir Michael's comments on Sunday came as the government of Prime Minister Peter O'Neill obtained the signature of Governor-General Sir Michael Oglio on a document dismissing the political veteran from the seat he has held for 43 years.

"I am willing - I am willing to serve as prime minister again," the 76-year-old Sir Michael told AAP.

"Although I do not know if I will run for East Sepik again. There is a lot to consider."

Sir Michael said he would not comment on the Supreme Court decision, due on Monday, that could return him to office if the five-man bench rules that Mr O'Neill was not constitutionally elected.

The government on Sunday obtained the signature of the governor-general rescinding leave granted to Sir Michael to miss parliament in May while he was in Singapore undergoing heart surgery.

The document also says that, as a consequence, Sir Michael is no longer a sitting MP.

"I cannot believe they have done this to me, after 43 years - 44 next year," Sir Michael said.

At the press conference Sir Michael said little other than to urge the nation to remain calm in the lead-up to Monday's court decision.

The three heart operations that kept him absent from PNG for five months have left the usually stocky but fit-looking man thinner and frail.

However, he was extremely alert at the press conference, laughing at jokes directed at the O'Neill side and checking messages on his mobile phone.

His son, suspended MP Arthur Somare, said he would file a legal challenge against speaker Jeffery Nape for ruling his father was dismissed from parliament.

Sir Michael was PNG's first prime minister when it gained independence from Australia in 1975.

He went on to serve as foreign minister and opposition leader, before becoming prime minister again at the 2002 elections and again in 2007, making him PNG's longest-serving leader.

Die Gerichtsanhörung wurde von 10 Uhr auf 15 Uhr verschoben. Um 1230 Uhr wurde dann im Parlament einstimmig ein Gesetz verabschiedet, das die Absetzung von Somare "legalisiert". Die Opposition weigerte sich vor der Gerichtsentscheidung im Parlament aufzutauchen.

Es ist momentan noch unklar, was das neue Gesetz für die Gerichtsentscheidung bedeutet.

The Papua New Guinean government has passed a series of amendments in parliament to legalise the prime minister's elevation to the top job.

Monday's move comes before the Supreme Court hands down its decision on whether Prime Minister Peter O'Neill was constitutionally elected when MPs voted to dump Sir Michael Somare and replace him with Mr O'Neill on August 2.

That decision was due to be handed down at a hearing which began at 1500 AEDT, after being put back from 1000 AEDT.

The laws were passed at 1230 AEDT.

The Prime Minister and National Executive and National Executive Council (Amendment) Act 2011 makes the dumping of Sir Michael legal.

It also specifies that the prime minister can be dismissed if absent from the nation for more than three months.

Sir Michael, before he was dumped on August 2, was absent for five months while he was in Singapore recovering from heart surgery.

The Act passed two readings of PNG's parliament by a vote of 71 to zero, as opposition ministers refused to show up ahead of the court decision.

It is unclear at this stage what the passing of the amendments will mean for the court's decision.

Die Court Decision wird somit für die Investierten völlig belanglos, ;-)))))))

Mit einer Zustimmung von 71 Stimmen (Wahl 70) hätte O´Neill also auch bei einem für ihn negativem Supreme Court Urteil eine kompfortable Mehrheit wenn es im PNG Parlament zu einem Misstrauensvotum gegen Somare mit anschliessender PM Neuwahl käme.

Zürich (BoerseGo.de) – Nach Meinung der Credit Suisse (Research Daily) könnten die Metalle fester in die neue Woche starten. So sind die am Wochenende gemeldeten Handelsdaten aus China, die einen kräftigen Anstieg der Metallimporte zeigten, ermutigend ausgefallen.

Die Importe von unverarbeitetem Kupfer legten im November um 17,9 Prozent gegenüber dem Vormonat zu. Im Jahresvergleich gab es einen Anstieg um 28,6 Prozent auf 452.000 Tonnen, was das höchste monatliche Volumen im bisherigen Verlauf des Jahres ist.

Die Daten zeigen, dass vorübergehende Preisrückgänge trotz der gesamtwirtschaftlichen Unsicherheit zu Käufen genutzt werden, so die Einschätzung. Dies sei ein positives Zeichen für die mittelfristigen Aussichten. Kurzfristig könnten die Metallpreise jedoch weiterhin anfällig auf negative Meldungen aus Europa oder den USA reagieren.

What next? Supreme Court restores Somare as PM

The PNG Supreme Court has reinstated Sir Michael Somare as Papua New Guinea's prime minister. In a narrow 3-2 decision, the court ordered that Sir Michael be sworn back into office immediately.

The court found that there was no vacancy in the office of prime minister on 2 August following a parliamentary vote of 70 to 24 that saw Mr O'Neill elected, rendering the decision illegal. "Sir Michael Somare is to be restored to the office of prime minister forthwith," the court said.

Sir Michael was removed from office in August while he was out of the country receiving medical treatment.

At the outset, Chief Justice Sir Salamo Injia said contempt charges will be brought against Mr O'Neill and his lawyer Philip Ame. Mr Ame filed a last minute attempt to dismiss Sir Salamo on Friday, citing three affidavits by men who claim to have seen the Chief Justice during a late night rendezvous with former minister Arthur Somare.

The court's decision represents a serious setback to the O'Neill administration - now judicially discredited - even though it commands a comfortable majority in parliament.

Sir Michael's resumption of office may last no longer than the next time parliament sits, presumably tomorrow morning, when a vote of no confidence is likely to be moved - which he would almost certainly lose.

Immediately after the court ruling, ousted Prime Minister Peter O'Neill was rushed to Parliament and re-elected as Prime Minister 69-0. He was then rushed to Government House to be sworn in as Prime Minister.
