2. Contracting Agency: 60th Contracting Squadron, Travis AFB CA 3. Purchase Request: F3ZT913253A001 4. Description of Requirement: This requirement is for Apple and Tactivo products to be used in the AFNIC certified iG081 pilot test program. The Apple products consist of iPads and a single Mac Mini device for coding in the Xcode native language. The Tactivo cases consist of an integrated, non-protruding smartcard authentication. The iG081 application is designed to allow AMC maintainers access to AMC¿s Global Reach system and allows users to view aircraft forms, technical orders and publications. Additionally, users may review aircraft status, relevant Notices to Airmen (NOTAMSs), and weather forecasts. 5. Statutory Authority permitting other than full and open competition: Section 4202 of the Clinger-Cohen Act of 1996, as implemented by: FAR 13.106-1(b)(ii). Only one responsible source and no other supplies or services will satisfy the agency requirement. In accordance with paragraph (ii) this justification covers the purchase of the brand name Apple and Tactivo equipment. 6. Justification or authority for action: The iG081 app was written in native Apple code and is only operable using the Apple IOS. No other market client device has a compatible operating system for the iG081 app. In addition, all available market cases have been evaluated for operability and functionality within the user environment and do not meet user requirements. The Tactivo case offers an integrated smartcard slot for authentication without any external connectors overhanging from the client chassis. This eliminates the risk of foreign object damage in the aircraft operational environment. The Tactivo case and it¿s associated middleware was used during the application development and does not include additional third party licensing costs (as was required with the Thursby PKard reader). 7. Market Research/ Other Facts: Research was conducted thru internet vendor resources and various IT industry professional white papers. The Apple client platform determination was made based on the Xcode language and its integrated development environment. The Apple IOS was chosen based on the flexible coding structure, user friendliness and navigational ease.
