Decision on Sir Michael’s reference on Dec 9

THE Chief Justice Sir Salamo Injia and four of his most senior judges expect to let the country know in early December whether there was really a vacancy in the Prime Minister’s office on August 2, and whether this vacancy was created because the Grand Chief Sir Michael Somare was of ‘unsound mind’ and was not able to perform State duties.
These are some of the findings that the five-man Supreme Court bench are expected to make after they were invited to hear discussions, arguments and submissions for two days last week in the East Sepik Provincial Government reference questioning the validity of the formation of the O’Neill-Namah Government. Sir Salamo, at the end of the hearing last Friday afternoon, gave an indication that the decision can be expected on the morning of December 9 in the Supreme Court at Waigani.
He said the bench had agreed to take the whole of November to consider all the material that had been put before the court, and make their deliberation.
The bench is also expected to make findings on the issue of absence of leave from Parliament sittings: Sir Michael’s absence from Parliament this year. The bench will look into Sir Michael’s medical treatment and the argument relating to his ‘unsoundness of mind’.
The reference has bordered on the notion that the collective act of Parliament on August 2 to declare a vacancy in the Prime Minister’s office and immediately voting in Ialibu-Pangia MP as PNG’s current Prime Minister, has created some kind of ‘constitutional crisis’ as at the core of the issues the court is to make findings on who is PNG’s legitimate Prime Minister.
It has been pointed, however, in court by the Ombudsman Commission that this reference should not be looked at as a case of O’Neill versus Sir Michael, but really a case where the procedures and processes under the Constitution as to pointing out when a vacancy can occur, and the reason why the vacancy has occurred.
The Ombudsman Commission has made it clear that these procedures and processes relating to the steps taken by NEC regarding Sir Michael’s absence and health have not been completed, and have suggested that the process should be allowed to be completed so as to confirm whether there is really a vacancy.

HE New Zealand High Commissioner to PNG Marion Crawshaw’s trip to Bougainville last week has been hailed by many as a success. Ms Crawshaw, who was in Bougainville from October 17-21 of this month was able to travel all the way down to Siwai and Buin in South Bougainville, thus, becoming the first diplomat to have traveled to many parts of south Bougainville. Ms Crawshaw was accompanied by the Minister for Bougainville Affairs and South Bougainville MP Steven Kamma and Mark Tacon from the New Zealand Prime Minister’s office in Wellington. Upon arriving in Buka Ms Crawshaw paid a courtesy call to the Autonomous Bougainville Government President John Momis. During their brief discussion, both leaders discussed security issues currently experienced
on Bougainville, which the New Zealand High Commissioner greatly appreciated after learning about the reconciliation ceremonies currently undertaken by the different warring factions in parts of south Bougainville. During her week-long stay in the region, Ms Crawshaw was able to visit Tonu high school and Ameu district office in Siwai district. She also visited the Buin police station, Kangu wharf, Buin Specialised Training Centre (BSTC) and the Buin secondary school.
She was also able to offer words of encouragement to the students and staff of the schools that she visited. Ms Crawshaw also expressed to those that she met that she was very happy to have taken the trip, adding that she hopes to visit Bougainville again in future. Ms Crawshaw and her delegation departed Bougainville last Friday.

NZ commits to help PNG

THE Papua New Guinea and New Zealand governments yesterday signed an agreement on Joint Commitment for Development.
PNG Foreign Affairs Minister Ano Pala and New Zealand Foreign Affairs Minister Murray McCully signed an agreement on an understanding that both governments will establish a shared vision for achieving long-term development outcomes for the people of PNG, including achieving of the Millennium Development Goals. Under the mutual commitments, New Zealand Government will support an increasing proportion of its aid spending; deliver effective and tangible projects that support economic development objectives.
Also under the commitments, the New Zealand Government will provide long-term and predictable help to the focal sectors which include agriculture, electricity, health, scholarships and training, and the Bougainville issues.

en civil society groups from Fiji, the Autonomous Region of Bougainville, Papua New Guinea and the Solomon Islands, will receive small grants between US$2500 and US$10,000 in 2011 to continue peace building efforts in the Pacific region.

This was announced by the United Nations Development Programme (UNDP) Pacific Centre in Suva, Fiji.

The winners of the 2011 Round of Strengthening Capacities for Peace and Development (CPAD) project's small grants include Bougainville (North Bougainville Women's Federation, Hako Women's Collective, Leitana Nehan Women's Collective); Fiji (FemLINK PACIFIC); Papua New Guinea (Voice of Change, Simbu Human Rights Advocate, Peace Foundation Melanesia); Solomon Islands (Sycamore Tree, Anglican Church of Melanesia) and the Global Partnership for the Prevention of Armed Conflict (GPPAC), a Pacific-wide programme.

In its second year, the small grant initiative is one of the capacity building approaches of the CPAD project. It seeks to support strategic and catalytic peacebuilding projects that address the key conflict drivers, strengthen the region's peace and security architecture and foster partnerships between government and civil society groups.

UNDP Pacific Centre's Conflict Prevention and Peace Building Expert, Tracy Vienings explained that an objective of the CPAD project is to also create a broader understanding of the linkages between peace and development, and how to also address the underlying causes of conflict, not only mediating them as they occur.

The first round small grants in 2010 were given out to ten civil society groups from Fiji, Papua New Guinea, Tonga and the Solomon Islands. CPAD is a regional programme of the UNDP Pacific Centre that aims to build and strengthen the capacities of governments, civil societies and regional organisations in the Pacific for conflict preventions and peacebuilding.

THERE is nothing to show for in North Bougainville despite millions of kina earmarked each year through the Open MPs District Services Improvement Project funds since 2007, an audit report details.
The 2009 Audit Report for Bougainville is about to be completed � the 2008 Audit Report is no different � monies for the north Bougainville people have not properly accounted for and the same is now happening for the 2009 funds, the audit report has revealed.
The auditors who recently visited Buka Island to carry out their duty to call up authorities responsible for these financial capacities said Central and South Bougainville DSIP funds had evidence of projects.
They said under the report, a major problem has been that third parties (named) were being involved to transact people�s money and were not acquitted properly.
These companies are in Buka with four named to be heavily implicated in these use of public funds.
One company still has not acquitted about K1 million worth of water tank supplies which was meant for the people of north Bougainville, which has not been distributed to date.
The other companies have had public money transacted into private accounts, which are termed as illegal.
�There is nothing to show for in North Bougainville.
�There is no project to show for the millions of kina approved and allocated for the people of north Bougainville.
�The North Bougainville Treasury has not done its duty of properly acquitting these millions of kina.
�We sent a management letter to the ABG and the north Bougainville Treasury on issues of public monies under the north Bougainville District funds.
�We did not receive any response since last year so we decided to come and investigate so our final audit report can be presented officially to show where monies belonging to the people of Bougainville are being used,� said the auditors.

BOUGAINVILLE President John Momis has been touring the Atolls since Friday and was expected to return to Buka yesterday.
Several ABG Ministers and the Chief Administrator Lawrence Dising and other leaders and business elite are also on the trip.
The ABG leadership led by Mr Momis are on board the newly presented MV Bougainville Atolls. They are visiting Fead and Carterets Islands.
On Sunday morning, Mr Momis and his entourage had a high mass with the people of Carterets Islanders and in Fead, Mr Momis promised that the ABG would prioritise the islanders in their economic strategies.
The Carterets Islanders are expected to question Mr Momis on the issue of resettlement which is long overdue and the help for their economic means including health and education priorities. An interview with the president should be held upon his arrival.

Axel Sturm hat nicht gesagt, dass er 1 Million ins Ask kauft.
Natürlich arbeitet er auch mit Limitorders, denn jeder will so günstig wie möglich kaufen, gerade wenn man schon investiert ist und nur zukaufen möchte.
Zudem hat er geschrieben über die nächsten Wochen.
Also vielleicht 2-10 Wochen!?
Nichts und niemand zwingt Ihn.
Jedoch gebe ich zu bemerken, dass er ankündigte 1 Million Stück zu kaufen und auf die hohen Umsätze in den nächsten Wochen zu achten.
Das gibt einem sehr wohl das Gefühl, dass er innerhalb von 2-3 Wochen mit 200000 Stück Umsatz pro Tag kauft. Das bliebt bis heute aus.
Ich bin sicher, er wird kaufen, Stück für Stück.
Vielleicht tut ihr ihm das gleich!?
Wenn mehr Leute kaufen würden und nicht nur reden und Käufe von anderen erwarten, würde der Kurs schon steigen.

Tongling Nonferrous Metals Group Holdings Co and China Railway Construction Corp may invest as much as $3 billion in a copper project in Ecuador, as China seeks to control more commodity assets to feed its economy.

Production at the Corriente Copper Belt may start in 2013, Hu Guobin, vice-president of a venture set up by the two Chinese companies for the project, said in an interview. Annual copper in concentrate output would start at 30,000 tons and double a year later, he said.

Chinese companies spent more than $30 billion last year buying oilfields and mines as two decades of economic growth averaging 10.1 percent made China the world's biggest metal and energy consumer. Copper prices have doubled in the past five years, driven by demand in the third-largest economy.

"The investment will significantly lift Tongling's copper ore self-sufficiency and investors expect the assets to be injected into the listed unit later," Heng Kun, an analyst at Essence Securities, said by phone.

Tongling Nonferrous Metals Group Co rose 2.4 percent to close at 16.20 yuan at the 3 pm close in Shenzhen. China Railway rose 0.4 percent to HK$10.08 ($1.3) at the 4 pm close in Hong Kong.

Tongling, China's second-biggest copper producer, and China Railway Construction, the nation's biggest railroad builder, in December agreed to buy Canada's Corriente Resources Inc for C$679 million ($652 million) for the copper resources. The deal was completed and Corriente was delisted this month, according to a statement on Corriente's website.

Chinese Demand

"All the ore will be shipped back to China" to meet demand, said Hu, who was nominated to the venture from Anhui- based Tongling. The copper producer will take delivery of half the ore, he said.


Production in the long-term may reach 250,000 tons to 300,000 tons a year, Hu said. Tongling produced 44,000 tons of copper concentrate last year.
The rapid expansion of smelting capacity in China, the world's biggest producer and consumer of copper metal, has increased ore demand and spurred companies to invest overseas. Larger rival Jiangxi Copper Co invested in copper mines in Peru and Afghanistan, and Zijin Mining Group Co is seeking copper and cobalt assets in the Republic of Congo.

The Corriente Copper Belt covers 17 deposits in the four main mining regions of Mirador, Mirador Norte, Panantza and San Carlos, China Railway said in December. Copper resources are about 11.54 million tons, based on initial studies, it said.

Corriente was also involved in the exploration and development of gold, silver and molybdenum mines, according to the December statement.

Peking 02.06.2010 (www.emfis.com) Die China Railway Construction Corp und die Tongling Nonferrous Metals Group haben die Übernahme der kanadischen Corriente Resources Inc abgeschlossen.  Die Übernahme der damit verbundenen zweitgrößten Kupfermine Chinas in Übersee kostete 679 Mio. US Dollar.  Das 50 / 50 Joint Venture CRCC Tongguan-Investment (Canada) Co, welches von den beiden Unternehmen gegründet worden war, hat die 96,7 Prozent aller Corriente Aktien erworben.  Mit der Übernahme erhält man die Schürfrechte der Corriente, unter anderem im Kupfer-Gürtel im Südosten Ecuadors.  Die Kupferreserven sollen sich auf etwa 11,54 Mio. Tonnen belaufen und Einnahmen von bis zu 22 Mrd. US Dollar bringen.

Auch wenn die Übernahme aus 2010 ist zeigt es deutlich das alleine die Panguna von BCL 1,2 Mrd. AUD wert ist. 

D.h.3 AUD pro Aktie,wenn Tongling das in Ecuador bezahlt,warum nich auch in Bougainville!!!!

Wieder ein deutlicher Fingerzeig wie  unterbewertet BCL ist!!!!!
