Universal Detection Technology (OTC:UNDT, UNDT message board) markets and resells detection devices for chemical, biological, radiological, nuclear, and explosive threats. Up to this point the company has been good at two things primarily. One is massively diluting its common stock, and the other is losing money. At the same time, however, it has been promoted numerous times.
Yesterday, after 6.4 million shares had been traded UNDT closed flat at $0.0004, which has been the level it trades at for the last couple of months. After the markets had closed yesterday we received a promotional newsletter about UNDT.

The promoter, who was compensated $5 thousand for a one day service, brags about the performance of UNDT when it was promoted back in March. Indeed back then UNDT skyrocketed in a day, but traders should keep in mind that the compensation then was nine times the current one. More importantly, the spike was the result of the The Fukushima Daiichi nuclear disaster.

On top of that it proved to be nothing more than a spike and the price pulled back almost immediately, despite the company's numerous press releases about orders for its products. Right now there is no new nuclear disaster to fuel any such spikes.



The latest filing of UNDT as about the issuance of 500 million shares to Mr. Jacques Tizabi, CEO and director of UNDT. This only adds to the terrifying dilution. From December 31, 2010 to March 31, 2011 the company's OS grew from 2.3 billion to 3.6 billion.

Dilution is not the only dismal thing about UNDT's financial report. As of Mar. 31, the company had $28 thousand total assets and staggering $4.6 milllion total current liabilities. Some of the latter may have been converted into common stock too - further adding to the dilution.

It is possible the orders that UNDT announced earlier this year will manage to bring some money, however, there was no disclosure as to actual amounts. At the same time the company's track record is less than inspiring. With the rate it has been burning through money, it is unlikely a couple of months of orders will make up for the hundreds of thousands of losses each quarter.

That being said, traders should judge whether a repeat performance is in order at this moment.

Jacques Tizabi: I joined the company in 2001, and I was responsible for moving the company into detecting biological agents such as anthrax and ricin. This was in the wake of the post 9/11 anthrax mailings. Since then we have expanded into the detection of chemical, radiological, and nuclear threats and run the complete CBRN spectrum. We serve both the security/defense markets as well as non-terrorism related markets such as the radiological fallout in Japan, following the recent natural disaster.

Jacques Tizabi: Our offerings are mainly designed for first responders and security personnel. They consist of handheld kits for rapid onsite detection of a variety of biological agents, handheld chemical detectors, and a wide range of radiation detection devices.

SecurityStockWatch.com: What are your target markets and what is your perspective on the market drivers for UNDT solutions at this challenging economic time?

Jacques Tizabi: Our target markets are primarily governments , federal, state , and municipal. Really anyone from the Army, to your local Fire/Hazmat team, and in some cases law enforcement. We do also serve private customers and security firms.

SecurityStockWatch.com: We read with great interest regarding the recent order from a Japanese telecommunications company for radiation detection equipment. Care to elaborate?

Jacques Tizabi: In the wake of the earthquake in Japan, we took a very proactive stance. We immediately made our products available, and have continued our efforts. We have local reps in Japan, and have many of our information translated into Japanese. In fact, we will be exhibiting at Riscon in Tokyo in October. We did receive, and have now fulfilled an order for a variety of different Radiation Detection devices, both Dosimeters and Survey Meters. While it is a nice customer to have, we withheld their name for confidentiality purposes.

SecurityStockWatch.com: We also see that UNDT recently won a tender for Biological Weapon Detection Equipment from the Singapore Civil Defense Force. Congratulations on this “win”. Can you tell us more?

Jacques Tizabi:  Yes. We have worked very hard to establish our international presence. The Civil Defense Force had put out a tender for detection of a specific Biological Weapon. We entered the tender through our local representative and were successful.

SecurityStockWatch.com: Any other “wins” or success stories you’d like to talk about?

Jacques Tizabi: As I mentioned above, we have supplied our detection equipment to some of the most widely recognized government agencies around. We’ve supplied the U.S. Army, U.S. Air Force and the DHS with our solutions. Recently, we’ve been able to supply those affected by the nuclear incident in Japan on an efficient and timely basis, which we consider a big win. This situation is different because we know our products are having an effect in response to an actual disaster.

Jacques Tizabi: We have approached this country by country. We have taken great pains to develop personal relationships with local representatives in countries in Europe, Asia, and South America. Every country is different as far as who the purchasing agencies are so having a customized approach for each region is very important.

SecurityStockWatch.com: Revenue appears to be on this rise and congratulations on the recent announcement regarding record revenue growth in 2Q 2011. How does the balance of 2011 look and what lies ahead in 2012.

Jacques Tizabi: Well, we already know that the current quarter will surpass the previous quarter. Obviously, I can't say much beyond that at this point.

Universal Detection Technology announced on September 7 that it has received a major purchase order for its five agent biological detection system from Boeing Service Company, a subsidiary of Boeing Defense, Space and Security.

UNDT, makers of early warning monitoring technologies intended to protect people from bioterrorist attacks and other health threats, will that it will sell its five agent biological detection system, which is designed to detect and warn of the presence anthrax, ricin, Y. pestis, botulism and SEB’s in under three minutes, to the firm.

The equipment has already been used by first responders and private industries in the United States, as well as the U.S. Department of Defense and the United Kingdom’s Ministry of Defense.

"With last year's recognition from the U.S. Department of Homeland Security as an 'Approved Product for Homeland Security' under the SAFETY Act, UNDT's five agent biodetection kit has been a key choice in biothreat security for a number of large companies," Jacques Tizabi, Universal Detection Technology CEO, said. Universal Detection Technology (www.udetection.com) (OTCBB: UNDT), a developer of early-warning monitoring technologies that protect against biological, chemical, and radiological threats, today issued an update on the development of the Smartphone compatible radiation detector. UNDT is developing the device through an agreement with Honeywell International. The product is designed to detect radiation levels on surfaces and food and to automatically send the collected data to a smartphone through a user-friendly application, specifically designed to be used with the instrument.

The device will measure elevated levels of gamma radiation and transmit that data to a Bluetooth-ready smartphone. The dedicated smartphone app in development by the Company will give the user the ability to use simple menu-driven features to test for radiation in food, surfaces or clothing and subsequently share the accumulated data with other users through a mapping and social networking features.

The instrument in development will utilize a Cesium Iodide (CsI) scintillator for the detection of Gamma rays. With the detection range of 0.001 to 9.999 µSv/h the device will be capable of detecting traces of radiation on surfaces, clothing and in particular food contamination.

Nuclear experts have concerns regarding contamination of farmland close to the Fukushima Daaichi. Japan produces a total of 8.5 million tons of rice with Fukushima and neighboring Ibaraki, Miyagi and Iwate prefectures amounting to 1.56 million metric tons per year. Rice from more than 400 locations in Fukushima Prefecture has been tested, and levels of radioactive cesium were detected. Some experts have criticized the Japanese government for not doing enough to keep dangerous radioactive substances out of the food supply, threatening the health especially of children and pregnant women, who are thought to be more sensitive to radiation.
