Last month the President of the European Shareholders of Bougainville Copper (ESBC) Axel Sturm publicly raised concerns over the volatility of BCL’s share prices. In an interview with PNG Industry News, he blamed political uncertainty in Papua New Guinea for BCL’s current woes.

However, perhaps the ESBC’s President needs reminding, the greatest threat to BCL’s future remains its unacknowledged past. Despite revelations aired on SBS last year, which evidenced BCL’s complicity in the brutal security force operations on Bougainville, BCL and the ESBC continue to play down the company’s instrumental role in the conflict.

If the ESBC wish to restore the integrity of BCL, then they should forward the following demands to BCL’s Chairman and Managing Director Peter Taylor:

   BCL must publicly apologise for its evidenced role in the Bougainville conflict.
   In an act of goodwill BCL should publicly disclose the depth of its involvement in the security force operations on Bougainville. This public disclosure should document the logistical support BCL supplied to the government’s security forces between December 1988 and March 1990. It should also reveal the relevant conversations that took place between the BCL management and senior state officials during this period.
   BCL should demand that Rio Tinto – its parent company – cease contesting litigation taken by Bougainvillean landowners in the US, and fully compensate those victimised by the security forces using BCL property/facilities.
   BCL should immediately remove from its Board of Directors, Sir Rabbie Namaliu who was appointed in March 2011. Sir Rabbie Namaliu was the Prime Minister of Papua New Guinea during 1988-1992. Under his Prime Ministership the Papua New Guinea security forces – in an effort to reopen the mine – executed and tortured civilians, systematically destroyed villages, and imposed a blockade on Bougainville, which included the denial of humanitarian aid. It is astonishing, in light of these facts, BCL would appoint Sir Rabbie Namaliu to the Board of Directors, and that the ESBC would support this decision.

As the last ten years has proven, Bougainvilleans are a forgiving people. But they will not suffer corporate intransigence lightly. If BCL comes to the table and publicly acknowledges its role on the Bougainville war, perhaps the healing process can begin. Only then will BCL shareholders find the certainty they demand.

THE world’s second largest gold producing company, Newmont Mining (Newmont) had three of its top executives on Bougainville this week at the request of Isina Resources Holdings (IRH), a partner to Morumbi Resources of Canada.

The executives comprising Chris Clode (Director of Global Exploration/Business development), Linda Daley (director-Exploration Australia), Dave Dehlin (Director International Land) were on a fact finding mission to see firsthand how Bougainville is progressing in terms of exploration and mining after the Peace agreement signing in 2001, and the progress of the new Government in terms of its policies in mining, lands and resource ownership.

They met with IRH Chairman and Vice Chairman David Dapong and former Bougainville Revolutionary Army general Sam Kauona respectively and three other resource owners company chairmen and chiefs, from the Eivo Torau Constituency.

The three chiefs who are also chairmen of their respective landowner companies are, Michael Aite,Avaipa Resources Limited – Mainoki, Jacob Betopa , Pakasiapan Resources – Kopani,Richard Birikos, Baunapa Resources – Atamo.

The landowner company chiefs and executives explained to Newmont executives that the Bougainville Constitution section 23 gives Mineral Rights back to the people.

By exercising this right, “we the resource owners will have to come forward and free our land for exploration.” Sam Kauona said.

“We fought for this very reason and we the resource owners will register our activity called exploration with our Government, (ABG) for its tax purposes”.

The former BRA general said Bougainville is working on its own mining policies and legislation and it will be a home grown thing to the best interest for its people and their partners abroad.

The Newmont team also met with key Panguna land owners and were taken for visit to the mine pit at Panguna once operated by Rio Tinto in the early 60s and 70s and was shut down in 1989 which sparked up the Bougainville crisis.

The team also met with the Chairman of the Central Bougainville Parliamentary Committee and member for Eivo Torau, Melchior Dare, who represented and welcomed the team on behalf of the Autonomous Bougainville Government (ABG).

Mr Dare said he was happy to see former general Sam Kauona and the Paramount Chiefs, for coming forward and freeing their land for exploration which went hand in hand with social programmes by Morumbi Resources of Canada.

23.       THE LAND AND NATURAL RESOURCES.

(1)        The laws and policies of Bougainville shall be directed towards the recognition of customary rights of the People of Bougainville in relation to the land and the sea and natural, mineral and oil resources of Bougainville and any law relating to the development of such resources shall take that into account.



           (2)        The utilization of the land and the sea and natural resources of Bougainville shall be managed in such a way as to meet the development and environmental needs of present and future generations of the People of Bougainville and the Autonomous Bougainville Government shall take all possible measures to prevent or minimize damage and destruction to land, seas, air and water resources from pollution or other causes.

MEDA however does not include the Panguna Tenements and therefore respects the Bougainville Copper Agreement as a signal to maintaining investor confidence in Bougainville and PNG.

TORONTO, ONTARIO, Apr 23, 2012 (MARKETWIRE via COMTEX) -- Morumbi Resources Inc. CA:MOC +3.16% ("Morumbi" or the "Company") announces that the Company has received total proceeds of $1,165,188 from the exercise of 2,713,320 common share purchase warrants and 326,640 finder's warrants expiring on April 19, 2012.

Bougainville Basin Oil & Gas Ltd. ("BBOG", a PNG subsidiary of Morumbi) has entered into an MOU with Bougainville Basin Exploration Company ("BBEC" a Landowner Company) which was formed by the Babanna and Rabasti Clans with the support and endorsement of the Chiefs in the Bana District of Bougainville. The terms of the MOU contemplate that BBOG will submit, on behalf of the Company and its Landowner Company partner, an Application for a Prospecting Petroleum License over much of the Bougainville Basin which is one of five oil & gas basins located in PNG. PNG is home to ESSO's massive $15 billion PNG LNG project that is expected to produce 6.6 million tonnes of LNG a year starting in 2014 and produce over 9 TCF of natural gas over the life of the project.

The Bougainville Basin is largely unexplored with the only activity to date occurring in the early 1970s when Shell shot 1800 kms of offshore 2D seismic and drilled one exploration to a depth of 1,682 meters after which it was plugged and abandoned. Most recent oil and gas discoveries within PNG have been targeting horizons deeper than those pursued originally by Shell in the 1970s on Bougainville. This has led to significant discoveries of large liquids rich natural gas fields in these deeper horizons resulting in increased exploration activity and interest in PNG's oil and gas opportunities especially by major international oil and gas companies such as Shell, Chevron, Mitsubishi and Talisman.

Morumbi is in the process of finalizing its Application for a Prospecting Petroleum License over the Bougainville Basin. The application will cover 86 graticular blocks covering an area of 6,966 km2 and Morumbi anticipates filing its application prior to the end of May 2012.

Under the terms of the MOU with BBEC, BBOG will fund 100% of the costs of exploration and development and BBEC will retain a 15% interest on any Petroleum Exploration Licences issued with its share of all exploration, development and operating costs recovered from its share of future net production revenues relating to any discoveries. Also under the terms of the MOU with BBEC, Morumbi's PNG subsidiary BBOG, has paid Kina 6,000 (approximately CDN$ 3,000) on signing and has committed to pay a further Kina 3,000 (approximately CDN $1,500) per month to the Landowner Companies to help them carry out their corporate functions.

Prime Minister O’Neill said the Election dates as scheduled by the Chief Electoral Commissioner and the PNG Electoral Commission are:

* Issue of Writs: May 18, 2012
* Close of Nominations: May 24,
* Polling Starts: June 23, 2012
* Return of Writs: July 27, 2012

PRIME Minister Peter O’Neill has confirmed that the National General Elections will be held on the dates set by the Electoral Commissioner and no one else, which is clearly stipulated in the Constitution.
He made this clarification yesterday during a talkback show on FM 100 and then issued a statement to that effect after reports in the media that he had announced in Parliament the elections have been deferred to October 27.
“I urge the media to be responsible, ethical and factual in their coverage of election information,” he said.
“Nothing can be gained by the media being mischievously manipulative, disseminating misinformation to the public and taking sides with every and any election opportunist who wants a media grab.
“I never made a statement in any capacity including as Prime Minister inside or outside of Parliament on Friday about elections being deferred to October 27,” Mr O’Neill said.
Mr O’Neill reiterated that the media and political opportunists must stop prolonged and misinformed debate on election deferral as there is no such deferral.
“It is true that both the National Executive Council and Parliament have expressed serious doubts that election Common Rolls are not accurate for many communities,” the Prime Minister said.
“I can understand where Members of Parliament were coming from to move for deferral of the elections by six months.
“They were sincerely concerned about omission of eligible voter names in various Local Level Government (LLG) wards in their respective electorates and delays in compilation of election electoral rolls for their respective electorates,” said Mr O’Neill.
“Just last Friday some completed electoral rolls were delivered to Members of Parliament who have to peruse them and provide feedback of discrepancies and omission of voter names.
“Let me state clearly and precisely that Members of Parliament and the Executive Government want to ensure that all eligible voters’ names are on the electoral roll for them to exercise their voting rights in a free and fair democratic election.
“Our Government is not trying to change election schedules. Cabinet has no right to set election dates.
“Electoral Commission has responsibility to deliver a free and fair election successfully by setting the election schedule, making sure there is security for the elections and that the electoral rolls are up to date.
“Our Government is committed to supporting the Electoral Commission to deliver a free and fair democratic election outcome.
“The Chief Electoral Commissioner asked for additional financial resources to conduct the election and our Government has already released K60 million to support and facilitate successful conduct of the election,” he said.
Despite Parliament voting to defer the election by six months, the Prime Minister clarified that by law the National Executive Council of which he is Chairman and the National Parliament can only request an extension of time if there is evidence that election preparedness by the Electoral Commissioner and the Papua New Guinea Electoral Commission was doubtful and election security was found wanting.
“Pursuant to the law Parliament cannot extend the term of Members of Parliament beyond the Fifth Anniversary of the Return of Writs for the previous general election. That is illegal.”
The Prime Minister also confirmed that apart from deferral of the Election Writs by 21 days from April 27 to May 18, the actual date and duration of polling and Return of Writs remain as originally scheduled by the Chief Electoral Commissioner and PNG Electoral Commission.

Wenn man die Erwähnung " (IRH), a partner to Morumbi Resources of Canada." mit den grossspurigen Morumbi Pressemiteilungen vergleicht ist das schon etwas dürftig.Auch im Chat der Bouggys wird überhaupt nicht über Morumbi diskutiert. Das sieht also eher so aus als ob diese Adhocs vornehmlich für die Börse publiziert wurden.

Interessant ist jedoch dass Newmont Mining als 2-grösster Goldproduzent weltweit der Einladung von IRH gefolgt ist,zudem noch mit "three of its top executives".

.....mehr das unsere  Schlafmützen vor Ort mal aufwachen. Die Argumente die Umwelt (hier das Maritime System) zu schonen scheinen sich ja in PNG, in allgemeines Wohlgefallen aufzulösen. Umweltschutz wie `auf`der Erde, ist da unten ja unmöglich in der Durchführung aber mindestens genau so wichtig, wenn man den Experten glauben darf...........
Interesssieren würde mich allerdings  auch der Umfang und die Zusammensetzung  des ``Schmiermittels``` das hier sicher wieder verwendet wurde.

Um ehrlich zu sein, lieber Nekro: Besonders gespannt bin ich nicht, denn das "Bla-Bla" wird weitergehen. Wetten???

Es ist mit Händen greifbar, dass das "Statements-Abgeben" mittlerweile immer weniger Leute interessiert, während die Taten auf sich warten lassen - "Land of the Expected" eben ... und nichts, aber auch gar nichts deutet darauf hin, dass sich dies in Kürze ändern würde. Wetten???

Darüber hinaus: Entscheidende Meetings sind in der Vergangenheit ständig "sabotiert" worden und werden in naher Zukunft auch weiterhin "sabotiert" werden. Wetten??? Und dabei ist es völlig schnuppe, von wem, denn die Folgen sind immer dieselben ...
