US puts Sanan Optoelectronics on UVL Siu Han, Taipei; Adam Hwang, DIGITIMES Tuesday 16 April 2019 The US Department of Commerce (DoC) has placed China-based LED epitaxial wafer and chip maker Sanan Optoelectronics on the Unverified List (UVL), representing warning for US-based suppliers to treat it with caution, according to industry sources. According to DoC's Bureau of Industry and Security, UVL foreign companies or organizations are ineligible to receive items subject to the Export Administration Regulations (EAR) by means of a license exception. That is, US-based suppliers can no longer use license exceptions to sell items subject to EAR to UVL foreign companies or organizations and instead have to get a new license, the sources explained. Although the listing is not an embargo, the complicated process foreign companies or organizations on UVL have to go through to trade with US-based suppliers will likely deter the latter from dealting with the former, the sources indicated. Among US-based suppliers, Applied Materials reportedly has stopped supplying Sanan, the sources said. As Sanan has extended product development from LED to semiconductor chips for use in optical communication such as GaAs, DoC's putting Sanan on UVL is possibly due to the concern about national security, the sources said. In response, Sa'an has indicated that it does not know why it is placed on UVL but has organized a task force to apply for removal from UVL. Applied Materials' stopping supplies will not substantially affect Sanan's production because there are other suppliers of comparable equipment, the company said. Sanan's US-based clients may shift orders for LED chips to Taiwan-based Epistar or Lextar Electronics, the sources noted. |
