New California Law Hopes For Dramatic Expansion of Solar Hot Water Systems
The California Solar Water Heating and Efficiency Act of 2007 (AB 1470), creates a 10-year program aimed at installing 200,000 solar water heaters in homes and businesses using a $250 million fund. The law authorizes the California Energy Commission to “impose the surcharge at a level that is necessary to meet the goal.." The surcharge will be applied to natural gas consumption on a per Btu basis and is estimated that it will cost the average residential natural gas user an additional 13 cents per month. The bill was signed into law on October 12, 2007.

The rebates for the systems established by the Commission “shall decline over time" providing early adopoters with larger incentives. Similar to California's incentives for solar electric projects, the declining incentives are structured in an effort to increase demand and drive down the cost of the solar water heating technologies. The payments are paid out as a performance-based incentive basis so that they are earned based on the actual energy savings, or on predicted energy savings as established by the commission.

The state level program is modeled after the San Diego Solar Water Heating Pilot Program approved by the California Public Utilities Commission in February of 2007. In San Diego's 18-month program the solar incentives are calculated in two ways: The Prescriptive Method, used for smaller businesses and residential systems, evaluates each solar water heating system based on performance and is capped at $1,500; and, The Area Method, used for larger more innovative systems, calculates incentives based on a "per square foot of collector" and is capped at $75,000.

AB 1470 will lower the upfront costs of purchasing these systems and allow for a quicker payback period on these systems. The average residential system costs from $3,000-$6,000. Depending on how much natural gas consumption is avoided and what the cost of that fuel is, paybacks could range between 5-10 years.

Analysis by Environment California shows that all natural gas consumers stand to gain from the solar program. In their publication, “Solar Water Heating: How California Can Reduce Its Dependence on Natural Gas,” they conclude that the program will help California reduce its current natural gas consumption by 5.1% and reduce the wholesale price of natural gas by 27%-37%.

The market for solar hot water systems is robust. Since 2000, about 9.2 million new water heaters are installed on average each year across the United States, with over half using natural gas.

Just talked to the company via phone around 4:25 pm

A secretary picked up the phone right away then took my name and transferred me to ... shoot, i forgot his name. I was asking to speak to investor relation.

I asked about the O/S: "about 1.3 billion shares"

That's not bad considering that in June was 1.03 billion shares. So they added about 300 million shares in 4 months. The volume like in the last day would had eaten those shares up easily.

So if they said to sell some securities to raise fund, 300 millions at around .001 is $300,000

TSSP News:

October 11 - TrendSetter Solar Products, Inc. Updates Shareholders on NOVA Designs + Builds Project

TrendSetter Solar Products, Inc. (OTC:TSSP) recently announced that it has completed delivery of equipment and engineering for two of the homes in the Red Apple Ranch Project in Murphy, California.

In March of this year, TrendSetter reported that the Company had signed a Letter of Intent to supply $1,250,000 of solar thermal hot water systems to NOVA Designs + Builds for their seventy-five home Red Apple Ranch project over the next sixty months.

TrendSetter management, Dirk Atkinson (CEO), Norm Ehrlich (CTO) and Jim Holmes (CFO), recently visited the project in Calaveras County, California to inspect the first two homes that are nearing completion. "These homes are perfect examples of how solar thermal technology can be utilized in engineering and qualifying homes for the EnergyStar program," stated Dirk Atkinson.

The Red Apple Ranch Project is located just outside the historical gold mining town of Murphy, California. These homes will serve as a retirement and vacation community principally for the San Francisco Bay Area population. Nova Designs + Builds designed and built these homes with comfort in mind. These first two modern designed houses were built using metal framing and roofing; while insulating materials and renewable energy systems were employed to make them highly energy efficient.

The energy systems of these homes implement "Thin Film" Photovoltaic collectors for electrical, TrendSetter solar hot water systems for domestic hot water and heating as well as whole house fans to cool the super-insulated houses. The homes will be highly efficient no matter how hot or cold the temperature becomes. On the first floor, the open interior floor plans sport stained concrete floors with radiant floor heating; the second floor utilizes radiant duct heating. Clearly, these homes impart the designer's touch.

TrendSetter Solar Products, Inc. provided HERS certification, consulting and design services that have allowed the developer to register the project as an EnergyStar development. This service entitles NOVA Design to the maximum federal tax credits, as well as state and utility rebates. Additionally, the project has allowed the developer to train its crews to meet the stringent verifications required by the EnergyStar qualification process.

TrendSetter CTO and founder, Norm Ehrlich, took a great deal of time to help design the energy systems for these first two model homes, while training and qualifying the Nova Design Builds teams. Now that the first two homes near completion, TrendSetter is preparing to deliver the solar hot water equipment for the next houses in the Red Apple Ranch Project development, which is soon to break ground.

SCHWARZENEGGER SIGNS ANOTHER LANDMARK SOLAR BILL

For Release: October 12, 2007 Contact: Bernadette Del Chiaro, 916-765-3224 x 103 Zur Veröffentlichung: 12. Oktober 2007 Kontakt: Bernadette Del Chiaro, 916-765-3224 x 103

AB 1470 Promotes Solar Water Heating, Cutting Natural Gas Demand and Global Warming Pollution

Sacramento – Gov. Arnold Schwarzenegger signed yet another landmark solar power bill today, The Solar Water Heating and Efficiency Act of 2007 (AB 1470), authored by Assemblymember Jared Huffman (Marin) and sponsored by Environment California. At a celebratory event at the CAL EPA headquarters, supporters of the bill touted its promise of creating a mainstream market for solar water heating technologies by offering $250 million in rebates for California consumers over the next ten years.

Asm. Huffman speaks at bill signing announcement event and Environment California's Bernadette Del Chiaro thanks Huffman for his outstanding leadership, as well as Gov. Schwarzengger for signing AB 1470. (more photos below)

“By signing this bill into law, Gov. Schwarzenegger is placing yet another solar power technology in the spotlight, harnessing for it California’s growing demand for renewable energy,” said Bernadette Del Chiaro, Clean Energy Advocate for Environment California. “This bill is another way California can become a Saudi Arabia of the sun.”

The new law launches the nation’s largest solar water heating program and promises to bring a number of benefits to the state including reduced global warming pollution, stabilized energy prices and lower utility bills. A report by Environment California Research & Policy Center showed that a mainstream market for solar water heating could cut 6.8 million tons of global warming pollution per year, while cutting natural gas demand in each home by 50-75%.

“Solar power represents a significant energy resource for California,” said Assemblymember Jared Huffman (Marin), author of AB 1470. “California can achieve greater energy independence, fight global warming, and save homeowners and businesses money by encouraging a mainstream market for solar water heating.”

AB 1470 is the follow up to the Million Solar Roofs bill (SB 1) signed into law by Schwarzenegger in 2006, which creates incentives for solar electric technologies. The rebate fund would come from a 13 cent per month surcharge on gas bills and would result in the installation of over 200,000 solar roofs. The program will be implemented by the California Public Utilities Commission and individual municipal utilities.

“Solar power can play a starring role in California’s effort to solve global warming by enabling homeowners and businesses to take concrete action right here, right now,” said Del Chiaro. “Harnessing the sun is a no-brainer, and we applaud the Governor and the legislature for their vision and support of big, bold solar initiatives like this.”
