The Massachusetts Institute of Technology report on "The Future of Coal" said global coal use could more than quadruple otherwise because of its cheapness and abundance, greatly increasing the risk of accelerating global warming.
Democratic leaders such as Senator Barbara Boxer, D-Calif., chair of the environment panel that has pledged to create climate change legislation, have been talking about funding the creation of a massive clean-coal project similar to the historic "Manhattan Project" that developed the first nuclear weapon, or "Apollo Project" that put the first man on the moon.
Sen. Hillary Rodham Clinton, D-N.Y., earlier this month unveiled a bill that would create a $50 billion fund that would include direct subsidies for clean coal technology. She said she wants at least five Futuregen-type projects around the country, and is considering a proposal that would create a two-year tax on oil and gas companies' windfall profits, unless they re-invest the profits in clean coal.
Developing a global CCS market that stabilizes emissions by mid-century assumes China and India adopt carbon-constraining policies, which few see as currently likely.
Texas Energy Future Holdings Limited Partnership, the holding company formed by an investor group to acquire TXU Corp. (TXU), said it would build two coal gasification demonstration plants in Texas. The holding company, which announced after its buyout plans that it would cancel TXU's plans for eight new coal-fired plants in Texas, said the gasification plants would be built to later add CCS systems.
