FAIRBANKS, AK and VANCOUVER, Oct. 14 /PRNewswire-FirstCall/ - Last Friday, October 7, the United States House of Representatives passed H.R. 3893, The Gasoline for America's Security Act of 2005 - commonly known as the " Energy Bill II" , a reference to the long-awaited Energy Bill that was passed and signed into law this past summer. The Energy Bill that was signed into law on August 8 authorized the development of low-rank coal-water fuel at several locations in the legislation. " Energy II" addresses the lack of refining capability in the United States, and most significantly for Silverado Green Fuel Inc., it also includes the definition of a refinery as " ...a facility designed and operated to receive, load, unload, store, transport, process and refine coal by any chemical or physical process, including liquefaction, in order to produce ...liquid fuel as its primary output..."
