SHENZHEN, February 24, SinoCast -- 500.com Limited (NYSE: WBAI) revealed net income of CNY 259.5 million or USD 42.9 million in 2013 full year, rising 51.3% from a year earlier. Operating profit reached CNY 59.9 million or USD 9.9 million, jumping 183.9%. Net income was CNY 96.1 million or USD 15.9 million in the fourth quarter, hiking 38.9% from a quarter ago and 135.5% from a year earlier. Operating profit reached CNY 33.9 million or USD 5.6 million, increasing 91.5% from a quarter ago.

Brick-and-mortar casino operators dominate the Leisure-Gaming/Equipment industry group, but a Chinese online lottery provider has quickly established itself as one of the group's leaders.

Shenzhen-based 500.com (WBAI), which came public on the NYSE Nov. 22, has rallied more than 240% from its IPO at 13 a share.

A four-week consolidation in late January to mid-February might be viewed as an IPO base.

China's top online sports lottery provider scores a 98 for its Composite Rating, second only to Melco Crown Entertainment (MPEL) and Wynn Resorts ' (WYNN), which share a highest-possible 99.

The lottery operator's Relative Price Strength Rating is a 98, and its B Accumulation/Distribution indicates more net buying than selling of shares by institutional investors. Twenty-seven mutual funds took stakes as of Dec. 31, including one fund with an IBD rating of A.

On Feb. 21, 500.com reported fourth-quarter earnings that met views. Analysts expect a 314% jump in full-year profit to 91 cents a share this year, and a 59% jump next year. Its Q4 revenue surged 142%.
Service fees paid by provincial sports lottery administration centers make up the bulk of 500.com's revenue. It's the only commercially active online sports lottery operator that's gained approval from the country's government.

500.com is the ninth-biggest company by market cap ($1.6 billion) in IBD's gaming group, which ranks No. 13 of the 197 industry groups tracked by IBD.

China has ordered a halt to mobile phone payment systems and virtual credit cards, in a move that will slow the rapid development of online finance in the country.

Just a day after Alibaba and Tencent launched virtual credit cards, the central bank ruled that this line of business was too risky, according to state media.

In an additional blow, the central bank suspended mobile phone payments that are based on users swiping barcode-like QR symbols, which can be used for buying everything from cinema tickets to beer.

From a technical perspective, WBAI bounced sharply higher here right above some near-term support at $32.82 and back above its 50-day moving average of $34.07 with above-average volume. This bounce higher on Monday is quickly pushing shares of WBAI within range of triggering a near-term breakout trade. That trade will hit if WBAI manages to take out Monday's intraday high of $35.63 and then once it clears more resistance at $36.20 with high volume.

Traders should now look for long-biased trades in WBAI as long as it's trending above Monday's intraday low of $33.35 or above more near-term support levels at $32.82 to $32 and then once it sustains a move or close above those breakout levels with volume that hits near or above 376,644 shares. ....The lottery sales website 500.com offered 40 percent of the income from sales through Alipay and WeChat to the two companies, a source in the company said.

The chief finance officer of 500.com, Pan Zhengming, said the purchases through Alipay account for 10 percent of total sales of his website.

New Rules

Internet companies were allowed to sell tickets after the country revised its regulations in 2013. Before that, the government only issued two licenses to websites to sell tickets.

Pan said that when 500.com was set up in 2001, it had to use a physical terminal to print real tickets that customers bought online. For the first decade of the business' existence, the government did not allow paperless tickets.

Then in 2010, the Ministry of Finance, the Ministry of Civil Affairs and the General Administration of Sports said Internet sales would be allowed.

In October 2012, the Ministry of Finance gave licenses to 500.com and sporttery.cn, a website under the General Administration of Sports, but sporttery.cn only offered information.

To better regulate the market, in January 2013, the government revised rules to allow companies to sell tickets on the Internet, through self-service terminals and on the telephone.

The regulations said the Internet companies were agencies, and that the lottery management centers in provinces around the country were in charge of actually issuing the tickets.It was common for people to spend a few hundred yuan on soccer lottery tickets during the World Cup, the source at 500.com said. But some of the gamblers were more aggressive he said. "Someone would buy 3 million yuan worth of tickets every morning."

Twenty percent of the total buyers were responsible for 80 percent of the sales on websites.

Buyers who win prizes many times are called "experts" by the websites, and they are the core resources for a company because they attract newcomers. After they win prizes, websites frequently offer them rebates.
Agents help attract people to bet on the gambling websites with servers overseas that are controlled by international gambling companies.

They attract buyers with close relationships to them, offering high returns, said a Beijing agent.

People can buy lottery tickets before the match only, but on websites people can get bets down during games.

"The ratio of betting before a match and during a match could be one to three," the 500.com source said. "Betting during a match is always the best way to hedge risks."

The gambling has its dark side. A man in the southern province of Guangdong jumped to his death after losing more than 1 million yuan.

Prime Capital Management Co. is scaling back its wager on 500.com Ltd. (WBAI:US), underlining concern about the online bookmaker’s viability.

The hedge fund, overseen by Liu Yijun, cut its stake in the Shenzhen, China-based company to $27 million as of Oct. 29, from about $93 million a week earlier, regulatory filings show. Prime Capital now controls less than 5 percent of 500.com’s U.S.- traded shares, after previously being the largest stakeholder at 16 percent.
Investors are questioning the long-term potential of the sports-lottery (WBAI:US) service provider’s operations and the legitimacy of its licenses with the Chinese government. Carson Block, known for successfully betting against Chinese stocks, said in September his Muddy Waters LLC had a “modest short” position on the company due to “fundamental issues, red flags and potential risk of wrongdoing.” 500.com has refuted claims it’s mislead investors.

As you can see, 500.com has fallen on some hard times in the past year. It's difficult to understand why, as apart from Muddy Waters coming out in September as short, there really isn't much negative news out there surrounding the company.

Quite the opposite, really, as both earnings statements and general reports on sports gambling in China will attest to the rapid growth of the industry, and 500.com remains among the industry leaders, and certainly the best positioned for what is admittedly an uncertain regulatory environment.

While buying 500.com in the $35-$40 range may have been a serious gamble, but at the current numbers it's really difficult to argue against the stock from a growth value position. Months of steady decline have turned 500.com into a rare contrarian growth play, and one that warrants some serious attention
