Matthew Elderfield said a "standby contingent capital facility" could be used to provide a backstop to Ireland's banks. "In addition, immediate additional capital injections could also be made to make faster progress to full compliance with new international standards," Elderfield said in a speech to the Association of Compliance Officers in Ireland. Elderfield also said the most recent data on loan losses suggested that existing capital levels were adequate. "It is clear, however, that market expectations on bank capitalisation have risen globally."
