I note that the “fact” that China imported nearly 3,000 tonnes of “rare earth permanent magnets” is a signal that China, itself, is running short of Nd/Pr and Tb/Dy. The higher average price per kg for these materials indicates either import duties or higher prices, or BOTH, perhaps due to having to pay more for the raw materials even without tax. In either case this means that prices for critical and heavy rare earths are already higher in China than we can discover from outside of China. NO ONE PAYS MORE FOR SOMETHING IMPORTED THAN HE WOULD PAY DOMESTICALLY UNLESS THERE IS A S H O R T A G E AND HE IS PAYING A PREMIUM FOR SECUIRTY OF SUPPLY!!

I congratulate Tantalus, and I note that it is not constrained by any legal or cultural norms from trading directly with China.

The “deal” calls for first ore concentrate loading in 2016; this is ambitious, but I have no reason to believe that Tantalus will not pull it off.

Finally I need to point out that the very existence of this off-take and its size and scope (3,000 tons per year for 3 years renewable for an additional 7 years) and its component that calls for Shenghe to assume 30% of the development costs of the Madagascar mine providing the company achieves certain benchmarks shows that:

The property and the business model have been thoroughly vetted by a competent Chinese due diligence team, and that
A Chinese company is admitting either that China itself is in need of imported material or that such material can be obtained more cheaply by importing it than by buying it domestically, but in either case or in both cases the Chinese company has clearly gotten clearance from China’s central government to conclude this agreement. This is the first time of which I am aware that such a deal has been concluded.
There is nothing to prevent an American, Canadian, European, or Australian company from now going after a similar deal with a Chinese customer. Nothing physical that is. What is required is EXPERIENCE in metals trading; solid contacts with “connected” Chinese businessmen in the field; and an offer of goods that makes solid economic sense...

This will not be the last we will hear of this deal…

Yes it is, because it means that the Chinese refiners/metal makers have entered the non Chinese market to source feed stocks in a big way. As I have said before the Chinese have been making spot buys of xenotime and monazite concentrates from non Chinese producers, both legitimate and “artisanal” for years. But this type of sourcing is irregualr to say the least. Shenghe is making an investment to insure a regular supply I suspect for two reasons: 1) As a backup; and 2) On behalf of a customer in China, perhaps, ThyssenKrupp. This agreement between Tantalus and ThyssenKrupp is real commerce rather than the MOUs that float around the sector mainly to affect share prices.

Malaysia machined Chinese produced NdFeB sintered blocks to customer specified forms for Hitachi which were then sent to end users outside of Malaysaia who magnetized them and installed them in various equipment. Some of them went to the USA for Hitachi’s operations in North Carolina for its German customer’s Zdf’s use in transmissions for the Ford Motor Company produced “domestically” in the USA. Some undoubtedly went back to China for use at Hitachi’s operations there, or perhaps to Japan for final processing and shipment to places like the USA. We can see that It’s a tangled web they weave when one looks at this trade.

Hong Kong, Germany, Japan, and Taiwan and the U.S. get their HREEs by buying and trading xenotime and monazite derived materials from places such as Malaysia, Thailand, the Phillipines, and Brazil. Do not confuse traders or refiners with miners as the US Dept of Commerce does when it lists France as the country of origin of the largest amount of rare earths imported into the USA BY COUNTRY OF ORIGIN! LREEs are also produced in the USA, Brazil, and the nations south of China along the arc inhabited by the Indonesian archipelago. Note that the tin mining regions of Brazil, Bolivia, and Indonesia (Malaysian processed) produce significant xenotime when the cassiterite residues are processed. Xenotime is 60% yttrium and as much as 9% Dy with 1 or 2 % Tb.
China imports xenotime from anywhere it can get it, and this trade has been going on for as long as I can remember Dy being important. I think that some of Hongpo’s import figures have been reported as Y and Dy and Tb when in fact they should be shown as xenotime.

What I am saying exactly is that those 8 countries have trading companies that buy xenotime and monazite derived concentrates wherever and whenever they can almost all of which is sold to Chinese refiners as feed stock. The Chinese rare earth industry is looking to increase its supplies of magnet materials, such as neodymium, praseodymium, terbium, and dysprosium. It is becoming clear that some of these materials’ production in China cannot be increased ECONOMICALLY or, in the case of terbium and dysprosium, ENVIRONMENTALLY. In the long run China will not only seek but be getting regularly magnet elements from outside of China.

VANCOUVER, Feb. 11, 2015 /CNW/ - Commerce Resources Corp. (TSXv: CCE, FSE: D7H) (the "Company" or "Commerce") is pleased to report that the flotation mini-pilot plant(1) is underway using bulk sample material from the Company's 100% owned Ashram Rare Earth Deposit. The flotation pilot is part of a larger program to confirm the scalability of the entire flowsheet and produce several kilograms of both mixed rare earth carbonate concentrate (REC), and mixed RE chloride concentrate (RECl).

The flotation pilot plant will use column cells, and is being conducted at Hazen Research Inc., Colorado in collaboration with the Eriez Flotation Division in Pennsylvania, part of Eriez Manufacturing Co. (Eriez). The bench work used to design the pilot plant included column testing at Eriez which showed improved flotation performance over the baseline with increased recovery with decreased reagent dosage.

Commerce Resources President Chris Grove states "The pilot plant is an exciting milestone for our Ashram project. The scalability of a project's flow sheet is essential and we look forward to the results as they are produced".
